Om een samenhangende en volledige analyse te kunnen maken van de risico's die de veiligheid van de buitengrenzen bedreigen, moeten eerst en vooral gemeenschappelijke indicatoren bepaald worden. Door constante monitoring van de ontwikkelingen in deze indicatoren zullen de desbetreffende instanties in het veld doeltreffend kunnen opereren. In het kader van de analyse moeten de risicofactoren vastgesteld worden die zich aan de buitengrenzen zelf voordoen én die in derde landen ontstaan. De Commissie is van mening dat de gemeenschappelijke instantie van buitengrensdeskundigen door haar multidisciplinaire karakter bij uitstek geschikt is om deze analyse te maken.
A coherent and full analysis of the risks affecting security at external borders requires above all the adoption of common indicators. Constant monitoring of these indicators will then allow the units concerned to act effectively on the ground. The analysis will need to identify the risks that arise at external borders themselves and those that arise in third countries. The Commission considers that the External Borders Practitioners Common Unit is, because of its multidisciplinary nature, best placed to conduct this analysis.
