TRADUCTIONS EN CONTEXTE

Het nationaal technisch plan van 2005 en het omschakelingsplan van 2007 dienen hoofdzakelijk ter regulering van de overschakeling op DTT in zone I, maar vormen ook de grondslag voor verdere uitbreidingsmaatregelen in zone II. Deze uitbreidingsmaatregelen werden door de regionale overheden ten uitvoer gelegd nadat daartoe verschillende kaderovereenkomsten waren gesloten met de centrale overheid (de kaderovereenkomsten van 2008) en in 2008 addenda bij de eerdere kaderovereenkomsten van 2006 en in 2009 addenda bij de kaderovereenkomsten van 2008 waren vastgesteld.
The 2005 National Technical Plan and the 2007 Transition Plan mainly regulate the transition to DTT in Area I but they also set the basis for further extension measures in Area II. These extension measures were implemented by the regional authorities, after conclusion of several framework agreements with the central government (the 2008 Framework Agreements) and addenda in 2008 to the previous 2006 Framework Agreements and in 2009 to the 2008 Framework Agreements.

While the National Technical Plan regulates the switch-over to DTT in Area I, it also gives a mandate to local authorities to establish, in cooperation with the Autonomous Communities, additional transmission centres necessary to ensure reception of the DTT in Area II. Thus, at that point in time the central government already envisaged the extension of DTT coverage.

Underlines the importance of the ongoing dialogue on a Middle Eastern WMD-free zone with a view to exploring the broad framework and the interim steps that would strengthen regional peace and security; stresses that key elements should include compliance with comprehensive IAEA safeguards (and an additional protocol), a ban on the production of fissile material for weapons and on uranium enrichment beyond normal fuel grade, accession to the treaties prohibiting biological and chemical weapons, the establishment of a NWFZ in the region of the Middle East; stresses that these measures would greatly enhance international peace and security;
