Bij de beoordeling van dergelijke steun houdt de Commissie rekening met het feit dat op communautair niveau nog geen desbetreffende gemeenschappelijke marktordeningen zijn vastgesteld en dat in Verordening (EG) nr. 1782/2003 het beginsel is verankerd dat communautaire steun doorgaans moet worden verleend in de vorm van ontkoppelde steun die niet verbonden is met specifieke producten of met de bestaande productie.
In assessing such aids the Commission will take into account the absence of common organisations of the market at the Community level and the fact that Regulation (EC) No 1782/2003 has established the principle that Community support should normally be granted in the form of decoupled aid that is not linked to specific products or ongoing production.

Wegens het aanvullende, specifieke en bindende gebruik van de financiële middelen die voortvloeien uit de toepassing van de verplichte modulatie op grond van Verordening (EG) nr. 73/2009, van de bedragen die voortvloeien uit artikel 136 van die verordening, en van de bedragen die krachtens het Europees economisch herstelplan beschikbaar moeten worden gesteld als communautaire steun voor plattelandsontwikkeling, zullen deze middelen naar alle waarschijnlijkheid geen effect hebben op het bestaande evenwicht tussen de met de steun voor plattelandsontwikkeling beoogde doelstellingen.
Given the additional, specific and binding use of financial resources resulting from the application of compulsory modulation under Regulation (EC) No 73/2009, of the amounts generated under Article 136 of that Regulation and of the amounts to be made available as Community support for rural development under the EERP, the established balance between objectives of support for rural development should not be affected by those financial resources.

As a matter of policy, the Commission has always considered support for broadband network deployment in rural and underserved white areas to be in line with existing Community policies, since it promotes territorial social and economic cohesion and addresses market failures.

2. Dergelijke maatregelen worden met name vastgesteld om bestaande communautaire steun die de Commissie heeft goedgekeurd uit hetzij de afdeling Oriëntatie, hetzij de afdeling Garantie van het EOGFL voor een periode die na 1 januari 2007 eindigt, in te passen in de steun voor plattelandsontwikkeling waarin deze verordening voorziet, en om de evaluaties achteraf van de programma's voor de periode 2000-2006 te bestrijken.
2. Such measures shall in particular be adopted to integrate existing Community support approved by the Commission from either the EAGGF Guidance or Guarantee section for a period ending after 1 January 2007 into the rural development support provided for by this Regulation and to cover ex post evaluations of the programmes of the period 2000-2006.

(3) Overwegende dat de Raad de Commissie op 1 december 1997 heeft verzocht om begin 1998 een voorstel in te dienen voor een beschikking van het Europees Parlement en van de Raad waarmee richtsnoeren met betrekking tot de grond van de zaak kunnen worden vastgesteld en waardoor binnen het bestaande communautaire rechtskader de vroegtijdige verlening van vergunningen voor UMTS-diensten wordt vergemakkelijkt, alsmede, voorzover van toepassing en op basis van de bestaande bevoegdheidsverdeling, met betrekking tot de gecoördineerde toewijzing van frequenties in de Gemeenschap en pan-Europese roaming; dat het Europees Parlement op 29 januari 1998 een resolutie heeft aangenomen waarin volle steun wordt toegezegd aan de mededeling van de Commissie van 15 oktober 1997;
(3) Whereas on 1 December 1997 the Council invited the Commission to submit, by early 1998, a proposal for a European Parliament and Council Decision which would enable orientations to be established on the substance of the issue and facilitate, within the existing Community legal framework, the early licensing of UMTS services and, if appropriate and on the basis of the existing allocation of competences, in respect of coordinated allocation of frequencies in the Community and pan-European roaming; whereas on 29 January 1998 the European Parliament adopted a resolution expressing its strong support for the Commission's communication of 15 October 1997;
