Wat intelligente vervoerssystemen betreft, heeft het TEN-V-beleid met name geholpen bij de voorbereiding van Galileo en het Europese luchtverkeersleidingssysteem van de nieuwe generatie (Single European Sky Air Traffic Management Research, SESAR), belangrijke Europese projecten waarvan wordt verwacht dat ze, zodra ze operationeel zijn, het gebruik van de vervoersinfrastructuur veel efficiënter zullen maken. In het weg-, spoorweg- en luchtvervoer zijn, net als op het gebied van Vessel Traffic Management en River Information Services, op flexibele wijze ITS-projecten ontwikkeld op basis van de in de TEN-V-richtsnoeren uiteengezette kenmerken. Deze conceptuele benadering maakt het mogelijk rekening te houden met technologische ontwikkelingen, marktbehoeften en samenwerkingsinitiatieven tussen partners uit verschillende lidstaten en heeft, in combinatie met de mogelijkheid tot een financiering van 50% voor de voorbereiding van projecten, een grote impact gehad op de ontwikkeling van grensoverschrijdende projecten die anders misschien niet hadden bestaan. Deze flexibele benadering van projectontwikkeling, gebaseerd op vooraf vastgestelde doelstellingen en criteria, moet ook geschikt zijn voor het verwezenlijken van andere doelstellingen van het vervoersbeleid, zoals het verlenen van (economisch en ecologisch) efficiënte, veilige en beveiligde vervoersdiensten van hoge kwaliteit.
As regards intelligent transport systems, TEN-T policy has helped in particular to prepare Galileo and the Single European Sky Air Traffic Management Research (SESAR) ( major European projects which, once operational, are expected to make the use of transport infrastructure far more efficient. In road, rail and air transport, as in Vessel Traffic Management and River Information Services, ITS projects have been developed in a flexible way, on the basis of characteristics set out in the TEN-T Guidelines. This conceptual approach makes it possible to incorporate technological developments, market needs and cooperation initiatives between partners from different Member States and, combined with the 50% funding possibility for project preparation, has had a significant impact on the development of cross-border projects which might not have existed otherwise. This kind of flexible approach to project development, based on pre-established objectives and criteria, should also be lend itself to achieving other transport policy objectives – the provision of efficient (both economically and environmentally), safe, secure and high quality transport services.

Bovendien benadrukte het Europees Parlement dat het effect van de financiering van de Unie zo groot mogelijk moet zijn, dat de mogelijkheden van de Cohesie- en van de Europese Structuur- en Investeringsfondsen en de financiële instrumenten om belangrijke nationale en grensoverschrijdende prioritaire Europese projecten voor energie-infrastructuur te financieren, moeten worden gemaximaliseerd, en dat er behoefte is aan een aanzienlijke bijdrage uit de begroting van de Unie voor financiële instrumenten op dit gebied.
In addition, the European Parliament emphasised the need to maximise the impact of Union funding and the opportunity offered by the Cohesion and by the European Structural and Investment Funds and financial instruments to fund key national and cross-border European priority energy infrastructure projects, and stressed the need for a substantial allocation from the Union budget for financial instruments in this field.

Tevens werd voorzien in aanvullende bijstand voor belangrijke Europese projecten zoals ERTMS en EGNOS, waaraan in voorgaande jaren reeds financiële steun was verstrekt.

8. dringt aan op verhoging van het aandeel in de EU-begroting dat voor energie is bestemd en wijst op het potentieel van andere financiële instrumenten met daadwerkelijke Europese toegevoegde waarde om een bijdrage te leveren aan de financiering van belangrijke prioritaire Europese projecten op het gebied van de energie-infrastructuur op regionaal evenwichtige wijze indien dergelijke projecten bijvoorbeeld niet door de markt kunnen worden gefinancierd, en dringt aan op verhoging van de financiële middelen voor technologie op het gebied van nieuwe en hernieuwbare energiebronnen en voor beleidsvormen en maatregelen op het gebied van efficiënt energiegebruik en energiebesparing; is van mening dat efficiënt energiegebruik en energiebesparing de belangrijkste prioriteiten moeten blijven van elke toekomstige strategie op energiegebied, naar behoren moeten worden weerspiegeld in en gesteund door de toekomstige financiële vooruitzichten van de EU en de noodzaak moeten verminderen van aanvullende nieuwe energie-infrastructuur en opwekkings- en productiefaciliteiten;

Tegen deze achtergrond heb ik een boodschap meegenomen uit India: laten wij drie belangrijke Indo-europese projecten op touw zetten, projecten die kunnen leiden tot vrede en welvaart in heel de wereld.
Against this backdrop, I have brought from India a message to launch three important Indo-European tasks that could contribute to global peace and prosperity.

In the USA a number of key projects are funded by securities, and this could also act as a financial basis for key European projects.
