Definition: An ill-defined disorder of uncertain nosological validity. The category is designed to include a group of children with severe mental retardation (IQ below 35) who show major problems in hyperactivity and in attention, as well as stereotyped behaviours. They tend not to benefit from stimulant drugs (unlike those with an IQ in the normal range) and may exhibit a severe dysphoric reaction (sometimes with psychomotor retardation) when given stimulants. 7. De Commissie stelt volgens de in artikel 141, lid 2, bedoelde procedure de voorwaarden voor de in lid 2, onder a), ii), bedoelde goedkeuring van de Commissie en de voorwaarden voor de toekenning van de in deze afdeling bedoelde steun vast, met name om de samenhang met andere communautaire maatregelen en ander communautair beleid te garanderen en cumulatie van steun te voorkomen.
7. The Commission, in accordance with the procedure referred to in Article 141(2), shall define the conditions for the Commission approval referred in paragraph 2(a)(ii) of this Article and the conditions for granting of the support referred to in this Section, in particular with a view to ensuring consistency with other Community measures and policies and to avoid cumulation of support.

3. Support to farmers, linked to Directives 92/43/EEC and 2009/147/EC shall only be granted in relation to disadvantages resulting from requirements that go beyond the good agricultural and environmental condition provided for in Article 94 and Annex II of Council Regulation (EU) No 1306/2013 and the relevant criteria and minimum activities established pursuant to points (c)(ii) and (c)(iii) of Article 4(1) of point (c) of Article 4(1)of Regulation (EU) No 1307/2013.

7. In order to ensure an efficient and targeted use of Union Funds and to avoid double funding under other similar support instruments, the Commission shall, by means of delegated acts, adopt the conditions for the Commission approval referred to in paragraph 2(a)(ii) and the conditions for granting the support referred to in this Chapter, rules on the consistency with other Union measures and on the cumulation of support as well as rules on the definition of the individual support measures referred to in paragraph 1".
