Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. The stressor may have affected the integrity of an individual's social network (bereavement, separation experiences) or the wider system of social supports and values (migration, refugee status), or represented a major developmental transition or crisis (going to school, becoming a parent, failure to attain a cherished personal goal, retirement). Individual predisposition or vulnerability plays an important role in the risk of occurrence and the shaping of the manifestations of adjustment disorders, but it is nevertheless assumed that the condition would not have arisen without the stressor. The manifestations vary and include depressed mood, anxiety or worry (or mixture of these), a feeling of inability to cope, plan ahead, or continue in the present situation, as well as some degree of disability in 9the performance of daily routine. Recalls that, in its resolution of 21 September 2010 on poverty reduction and job creation in developing countries: the way forward, it emphasised that the EU should not hesitate to apply sanctions when countries fail to respect their governance and human rights obligations under trade agreements, asked the EU authorities to ensure scrupulous respect for the principle of conditionality, as stipulated in the Cotonou Agreement, and emphasised that the same conditionality criteria should apply to the provision of support under both the European Development Fund (EDF) and the Financing Instrument for Development Cooperation (DCI); stresses that similar conditionality criteria also should apply to EU assistance other than development assistance and humanitarian aid, including the macro-financial aid provided via IMF loans, as well as lending operations by the EIB and EBRD programmes, and that such assistance should be based on partnership, shared objectives and values and allegiance and should be able to fulfil the expectations of both the donor and the beneficiary; stresses, further, that the active support from the EU to beneficiary countries should be effective and results-oriented and that the EU's core values should be respected; asks the VP/HR and the Commission to pursue the objective of allegiance to the EU and its core values when shaping the architecture of EU financial assistance and in bilateral relations with countries which are beneficiaries of such assistance; believes that a process of reflection should be started at EU level on the bases of and scope for the application of conditionality criteria to EU financial assistance;

actively support, in cooperation with its partners, concrete proposals to bring the production, use and reprocessing of all nuclear fuel under the control of the IAEA, including the creation of an international fuel bank; support in addition other initiatives for the multilateralisation of the nuclear fuel cycle aimed at the peaceful use of nuclear energy, bearing in mind in that regard that Parliament welcomes the readiness of the Council and the Commission to contribute up to EUR 25 million to the creation of a nuclear fuel bank under the control of the IAEA and wishes to see a speedy approval of the Joint Action on this subject;

(b) a link to inclusive labour markets: active inclusion policies should aim at fostering stable and secure highly skilled jobs, improving the attractiveness of jobs, creating quality jobs and promoting quality in employment, providing a high level of health and safety at work, increasing productivity and active support for the most disadvantaged, providing specific support measures and services to increase employability and helping to keep people in the job market, developing entrepreneurial activity and providing job search assistance, high-quality education, vocational training, further training and lifelong learning, personalised counselling, special assistance and subsidised employment where absolutely necessary for vulnerable groups such as workers with disabilities;

This Regulation should cover the following aid: aid for permanent and temporary cessation of fishing activities, aid for the financing of socioeconomic measures, aid for productive investments in aquaculture, aid for aqua-environmental measures, aid for public health and animal health measures, aid for inland fishing, aid for processing and marketing of fisheries and aquaculture products, aid for measures of common interest which are implemented with the active support of operators themselves or by organisations acting on behalf of producers or other organisation recognised by the Member States, aid for measures of common interest intended to protect and develop aquatic fauna and flora while enhancing the aquatic environment, aid for investments in public or private fishing ports, landing sites and fishing shelters, aid for measures of common interest intended to implement a policy of quality and value enhancement, development of new markets or promotional campaigns for fisheries and aquaculture products, aid for pilot projects, aid for modification for reassignment of fishing vessels, and aid for technical assistance.
