One border post was completed at Leushen in Moldova in 2001; four border crossings were completed in 2002, Salla and Svetogorsk on the Finnish/Russian, the border post in Chop on the Hungarian/Ukrainian border, and the post at Kameny Log on the Belarus/Lithuanian border; and one bridge, the Jagodin over the Bug River between Ukraine and Poland with its access road was also completed in 2002.

13. verzoekt de Commissie financiële steun te verlenen aan de onafhankelijke Wit-Russische televisiezender Belsat en de Wit-Russische regering op te roepen Belsat officieel in Wit-Rusland te registreren; verzoekt de Wit-Russische regering om als teken van goede wil en verandering in positieve richting toe te staan dat de Wit-Russische "Europese universiteit voor menswetenschappen" (EHU) in ballingschap in Vilnius (Litouwen), mits effectieve garanties dat zij in vrijheid zal kunnen werken, legaal naar Wit-Rusland kan terugkeren en onder passende omstandigheden kan gaan werken aan de eigen toekomst in Minsk, met name door de EHU de mogelijkheid te bieden haar bibliotheek nog in de loop van 2009 opnieuw in Minsk te vestigen door hiervoor een gebouw beschikbaar te stellen en de voorwaarden te scheppen die het mogelijk maken de uitgebreide collecties in het Wit-Russisch, Russisch, Engels, Duits en Frans open te stellen en voor iedereen toegankelijk te maken;
13. Calls on the Commission to grant financial support to the independent Belarusian television channel Belsat, and to urge the Belarusian Government to officially register Belsat in Belarus; calls on the Belarusian Government, as a sign of goodwill and positive change, to enable the Belarusian 'European Humanities University' (EHU) in exile in Vilnius (Lithuania) to return legally to Belarus on the basis of genuine guarantees that it will be able to operate freely and re-establish itself under suitable conditions for its future development in Minsk, in particular by allowing the EHU to re-establish its library in Minsk during the course of 2009 by providing the premises and creating the conditions to allow the extensive collections in Belarusian, Russian, English, German and French to be open and accessible to all;

14. Calls on the Council and the Commission to consider selective application of the European Neighbourhood and Partnership Instrument and the European Instrument for Human Rights and Democracy to Belarus by extending more support to Belarusian civil society and, in particular, to increase financial aid to the independent media, NGOs and Belarusian students studying abroad; welcomes the financial support given by the Commission to the Belarusian "European Humanities University" in exile in Vilnius (Lithuania); calls on the Council and the Commission to call on the Belarusian Government, as a sign of good will and positive change, to enable the European Humanities University in exile in Vilnius to return legally to Belarus and re-establish itself in adequate conditions for its future development in Minsk; calls on the Council and the Commission to grant financial support for the independent Belarusian television channel Belsat;

27. neemt nota van het initiatief van de Commissie om Wit-Rusland uit te nodigen de ENB-conferentie van 3 september 2007 als waarnemer bij te wonen; maakt zich evenwel ernstig zorgen over het uitblijven van een positieve reactie van de kant van de Wit-Russische regering op het voorwaardelijke aanbod tot samenwerking zoals dat is geformuleerd in het bovengenoemde non-paper van de Commissie van 21 november 2006, veroordeelt de voortdurende executies in Wit-Rusland, het enige land in Europa dat nog de doodstraf oplegt, en andere schendingen van fundamentele mensenrechten en vrijheden door de Wit-Russische autoriteiten en doet een beroep op hen om alle politieke gevangenen vrij te laten en alle onderdrukking van democratische krachten te staken teneinde de Wit-Russische bevolking de kans te geven te profiteren van vrijheid, democratie en welvaart en alle mogelijkheden die voortvloeien uit nauwere integratie met de EU; onderstreept dat de EU met spoed doeltreffender steun dient te geven aan maatschappelijke organisaties, onafhankelijke media en politieke partijen die de democratie, de rechtsstaat en de eerbiediging van de universele mensenrechten en fundamentele vrijheden voorstaan; dringt er bij Wit-Rusland sterk op aan een moratorium op de doodstraf in te stellen, als eerste stap op weg naar afschaffing van de doodstraf, en het tweede facultatieve protocol bij het internationaal verdrag inzake burgerrechten en politieke rechten (ICCPR) en het Europees verdrag tot bescherming van de rechten van de mens en de fundamentele vrijheden met de desbetreffende bijbehorende protocollen te ratificeren; dringt er bij de Commissie op aan doeltreffender gebruik te maken van het het Europees instrument voor democratie en mensenrechten (EIDHR) enervoor te zorgen dat de middelen die worden verstrekt door de financieringsinstrumenten van de EU niet door de Wit-Russische regering misbruikt kunnen worden tegen Wit-Russische burgers en het maatschappelijk middenveld;
27. Takes note of the initiative of the Commission to invite Belarus to attend as an observer at the ENP Conference held on 3 September 2007; is seriously concerned, however, by the lack of a positive response on the part of the government of Belarus to the conditional cooperation offer formulated by the Commission in its above-mentioned non-paper of 21 November 2006; condemns the continued executions carried out in Belarus, the only country in Europe still imposing the death penalty, and other violations by Belarusian authorities of fundamental human rights and freedoms, and calls upon them to release all political prisoners and to stop any oppression of democratic forces, in order to enable the Belarusian people to benefit from freedom, democracy and prosperity and from all the opportunities which stem from closer integration with the EU; underlines that the EU should urgently provide more effective support for civil society, free media and political parties committed to democracy, the rule of law and respect for universal human rights and fundamental freedoms; strongly urges Belarus to apply a moratorium on the death penalty as a first step towards the abolition of capital punishment, and to ratify the second Optional Protocol to the International Covenant on Civil and Political Rights and the European Convention for the protection of Human Rights and Fundamental Freedoms and its relevant protocols; encourages the Commission to make more effective use of the European Instrument for Democracy and Human Rights (EIDHR), and to ensure that the means provided by the EU financial instruments cannot be misused by the Belarusian government against Belarusian citizens and civil society;
