TRADUCTIONS EN CONTEXTE

It regulates the movement and control of outbreaks of infectious diseases, and the response thereto, regardless of their origin, and requires the WHO Member States to build-up core capabilities in laboratory and surveillance in the field of public health against infectious diseases to allow for the implementation of the IHR. Notes the importance of the dissemination of serious and independent information on the health and environmental consequences during and after nuclear accidents such as the catastrophic events in Fukushima Daiichi and Chernobyl; acknowledges that the dual role of the IAEA and the WHO/IAEA agreement signed in 1959 (agreement WHA 12-40) have prevented the dissemination of such information; calls on States Members of the WHO to put the termination of the WHO/IAEA agreement WHA 12-40, which prevents WHO of taking any initiative or action to achieve its objectives, i.e. the preservation and the improvement of health, to the vote at the coming WHO General Assembly;

7. onderstreept dat het toegenomen aantal lidstaten van de WHO in deze regio, waar thans alle landen op twee na lid zijn van deze organisatie, positief bijdraagt aan de vaststelling van een voorspelbare en stabiele regeling van de handel en beveelt de desbetreffende lidstaten van de BSEC aan intensiever te streven naar het lidmaatschap van de Wereldhandelsorganisatie (WHO) en stelt verder voor dat de landen van de Zwarte Zee doorgaan met de aanpassing van de nationale wetgeving aan de regels van de WHO en aan multilaterale handelsbeginselen, waaronder de EU-wet- en regelgeving op handelsgebied; vraagt de betrokken landen ten behoeve van een verdere handelsliberalisatie meer spoed te zetten achter de geleidelijke afbouw van handelsbelemmeringen, waartoe ook een vereenvoudiging van de douaneprocedures en belastingregelingen moet worden gerekend; is van oordeel dat dit proces verder begunstigd zou worden door een intensievere samenwerking op parlementair niveau, met de parlementaire vergadering van de BSEC (Parliamentary Assembly of the Black Sea Economic Cooperation – PABSEC) en de parlementaire conferentie over de WHO; meent in dit verband dat de Europese Unie een volledig lid moet worden van de Economische Samenwerking in het Zwarte-Zeegebied.
7. Emphasises that the increased number of WTO member states in the region, where all but two states are now members, positively contributes to the establishment of a predictable and stable trade regime and recommends that relevant BSEC member countries step up their efforts to acquire membership of the World Trade Organisation (WTO) and that all Black Sea countries continue the adjustment of national legislation to WTO rules and multilateral trade principles, including EU trade-related acquis; invites them to step up the gradual elimination of trade barriers with the aim of further trade liberalisation, including simplification of customs procedures and tax regimes; considers that enhanced cooperation at parliamentary level, both bilaterally and with the Parliamentary Assembly of the BSEC, PABSEC and the Parliamentary Conference on the WTO, would further benefit the process; considers, in this context, that the European Union should become a full member of the Black Sea Economic Cooperation.

36. Deplores the failure of the Doha Development Round and its economic and political costs and criticises the fact that major developing countries have lost sight of the central development objectives of the round; believes that a successful multilateral round remains an EU priority, but insists that any future consideration of how to shape the WTO's post-Doha agenda must include areas such as global governance, WTO reform, and the relationship between WTO rules and other international treaties and organisations, such as the ILO; calls, further, on the Commission to strengthen its support for decent work worldwide by incorporating strict conditionality into EU trade relations and promoting the inclusion of decent work in WTO negotiations; calls for greater coherence between trade and development policies;

3. verzoekt de directeur-generaal van de WHO en alle WHO-lidstaten ervoor te zorgen dat Taiwan rechtstreekse toegang heeft tot en aanwezig kan zijn bij alle technische bijeenkomsten van de WHO, die van belang zijn voor het behoud en de verbetering van de volksgezondheid in Taiwan en de rest van de wereld, en Taiwan voorts in staat te stellen op zinnige wijze deel te nemen aan de technische werkzaamheden en acties van het desbetreffende regionaal bureau van de WHO;
3. Calls on the Director-General of the WHO and all its member States to ensure that Taiwan has direct access to and can attend all technical meetings of the WHO which are relevant to the maintenance and improvement of public health in Taiwan and the rest of the world and, in addition, to allow Taiwan to meaningfully participate in the technical activities and events of the relevant Regional Office of the WHO;

At the same time any preferential treatment granted for trade with a neighbouring country of an outermost region, in the absence of an economic integration agreement in the WTO sense or of a waiver, should be regarded as incompatible with the WTO's fundamental principle of non-discrimination, unless the same preferential treatment is also granted for trade with any other trading partner which is a member of the WTO.
