Y. overwegende dat conform het VEU en het VWEU de nodige stappen moeten worden ondernomen om het VSCB, gesloten naar internationaal recht door alle lidstaten met uitzondering van het Verenigd Koninkrijk en Tsjechië, inhoudelijk in het rechtskader van de Unie te integreren, binnen maximaal vijf jaar na de datum van inwerkingtreding van het VSCB, op basis van een beoordeling van de ervaring met de tenuitvoerlegging ervan;
Y. whereas the necessary steps must be taken, in accordance with the TEU and the TFEU, to incorporate the substance of the TSCG, concluded under international law by all the Member States except for the United Kingdom and the Czech Republic, into the legal framework of the Union within five years, at most, of the date of entry into force of the TSCG, on the basis of an assessment of the experience of its implementation;

B. overwegende dat de soepele werking van de EMU noopt tot de volledige en snelle tenuitvoerlegging van de maatregelen waartoe reeds is besloten binnen het kader van de verbetering van het economisch bestuur, met name het versterkte stabiliteits- en groeipact en het Europees Semester, in combinatie met een aantal groeibevorderende maatregelen; overwegende dat binnen maximaal vijf jaar na de datum van inwerkingtreding van het VSCB, op basis van een evaluatie van de praktische ervaringen die daarmee worden opgedaan, conform het VEU en het VWEU de nodige stappen moeten worden ondernomen om het VSCB inhoudelijk in het rechtskader van de Unie te integreren;
B. whereas the smooth functioning of the EMU requires a full and swift implementation of the measures already agreed upon under the reinforced economic governance framework such as the reinforced Stability and Growth Pact (SGP) and the European semester, complemented with growth enhancing policies; whereas, within five years, at most, of the date of entry into force of the TSCG, on the basis of an assessment of the experience with its implementation, the necessary steps must be taken, in accordance with the TEU and the TFEU, with the aim of incorporating the substance of the TSCG into the legal framework of the Union;
