TRADUCTIONS EN CONTEXTE

1. Teneinde hun verplichtingen als partijen bij het Protocol van Kyoto en op grond van artikel 6 van Beschikking nr. 280/2004/EG na te leven en te garanderen dat een nauwkeurige boekhouding van Kyoto-eenheden wordt gevoerd, beheert elke lidstaat en beheert de EU een "Protocol van Kyoto"-register ("PK-register") in de vorm van een gestandaardiseerde elektronische databank die voldoet aan de eisen van het UNFCCC betreffende registers, en in het bijzonder de functionele en technische specificaties voor gegevensuitwisselingsnormen voor registersystemen krachtens het Protocol van Kyoto, opgesteld overeenkomstig Besluit 12/CMP.1, alsook aan de hardware-, netwerk-, software- en veiligheidsvoorschriften zoals vastgesteld in de in artikel 105 van deze verordening bedoelde technische en gegevensuitwisselingsspecificaties.

For the purposes of meeting their obligations as Parties to the Kyoto Protocol and under Article 6 of Decision No 280/2004/EC to ensure the accurate accounting of Kyoto units, each Member State and the Union shall operate a Kyoto Protocol registry (KP registry) in the form of a standardised electronic database that have regard to the UNFCCC's requirements concerning registries, and in particular the functional and technical specifications for data exchange standards for registry systems under the Kyoto Protocol elaborated pursuant to Decision 12/CMP.1, and to the hardware, network, software and security requirements set out in the data exchange and technical specifications provided for in Article 105 of this Regulation.

The terms of cooperation may include the modalities of the consolidation of the external communication links, the information technology infrastructure, user account access procedures, and the mechanisms for managing KP accounts of the Union registry with those of other KP registries into a consolidated system of European registries, maintained by the central administrator.

The central administrator shall ensure that the Union Registry carries out any request from an account holder pursuant to Article 12(4) of Directive 2003/87/EC to cancel Kyoto units held in its accounts by transferring a specified type and number of Kyoto units from the relevant account into the cancellation account of the account administrator's KP registry or the cancellation account of the Union Registry.

The Commission may instruct the central administrator to suspend access to the Union Registry or the EUTL or any part thereof where it has a reasonable suspicion that there is a breach of security of the Union Registry or the EUTL or that there exists a serious security risk to the Union Registry or the EUTL that threatens the integrity of the system, which includes the back-up facilities referred to in Article 91.

Notes the Commission's draft code of conduct for interest representatives; reminds the Commission that Parliament has already had such a code in place for over 10 years and asks the Commission to negotiate with Parliament for the establishment of common rules; is of the opinion that any code should contain a strong monitoring element with regard to the conduct of lobbyists; stresses that sanctions should apply to lobbyists who breach the code of conduct; emphasises that sufficient resources (staff and funding) must be set aside for the purposes of verifying the information on the register; considers that for the Commission's register sanctions may include suspension from the register, and in more serious cases removal from the register; believes that once a common register is established, non-compliance by lobbyists should lead to sanctions in relation to access to all institutions to which the register applies;
