Considers that the transition to a new sustainable economy and changes in companies’ or sectors’ production processes should be accompanied by adequate training, especially vocational training for young people, and lifelong learning programmes, particularly for the more vulnerable group of the over-50s, and that this will also generate new jobs; thus calls on the Commission and the Member States to strengthen the provision of such training and programmes; stresses the importance of an enhanced dialogue, where social changes are required, to adapt to the new sustainable economy, particularly within companies whose activities are based on fossil fuels; calls on the Commission, the Member States and the social partners to ensure that this dialogue is held in order to make the ecological transformation fair;

De ontwikkeling van dergelijke plannen zou begeleid kunnen worden door een "peer review" op Gemeenschapsniveau van een Groep op hoog niveau voor energie-efficiëntie en het Europees Forum voor duurzame energie, en gevolgd kunnen worden door een jaarlijkse benchmarking door de Commissie.
Such a Plan might be adopted on an annual basis, reviewing the success of the measures taken during the previous year, both in terms of energy savings and cost-effectiveness, and setting out new measures and, possibly a new target, for the subsequent period. These Plans could be accompanied by a Peer Review process at Community level through a High Level Group on Energy Efficiency, as well as the Sustainable Energy Forum, followed by an annual benchmarking by the Commission.

De Raad is ingenomen met de resultaten van de G8-top over klimaatverandering in Gleneagles (communiqué over klimaatverandering, energie en duurzame ontwikkeling en het bijbehorende Gleneagles-actieplan) en onderkent het belang van deze informele groep bij het vaststellen van de mondiale agenda, ook in milieukwesties.
