De Commissie is van mening dat functionele scheiding onder meer betekent dat de coördinator autonoom moet optreden en geen instructies mag krijgen van het beheersorgaan van de luchthaven, een dienstverlener of een luchtvaartmaatschappij die op de luchthaven actief is, noch aan deze partijen dient te rapporteren.
The Commission is of the view that functional separation means inter alia that the coordinator should act autonomously from, not be instructed by, and not have a duty to report back to the airport managing body, a service provider nor any air carrier operating from the airport concerned.
