On 18 February 2011 the European Central Bank (ECB) received a request from the President of the European Council for an opinion on Council Recommendation of 15 February 2011 (1) on the appointment of a member of the Executive Board of the European Central Bank.

Artikel 128, lid 1, van het Verdrag en artikel 16 van de Statuten van het Europees Stelsel van centrale banken en van de Europese Centrale Bank bepalen dat de Europese Centrale Bank (ECB) het alleenrecht heeft om machtiging te geven tot de uitgifte van eurobankbiljetten binnen de Unie.
