TRADUCTIONS EN CONTEXTE

10. is in dit verband ingenomen met de organisatorische indeling van de nieuwe Commissie in clusters, omdat dit de HV/VV in staat stelt om alle relevante beleidsmaatregelen van de Commissie met een externe dimensie te coördineren; steunt de HV/VV in haar voornemen haar functie van vicevoorzitter van de Commissie ten volle uit te oefenen; moedigt de HV/VV tegelijkertijd aan haar rol als voorzitter van de Raad Buitenlandse Zaken te gebruiken om in de Raad initiatieven te nemen tot proactieve beleidsmaatregelen die verder gaan dan de kleinste gemene deler, door gebruik te maken van het gehele instrumentarium van het GBVB en het extern beleid van de EU;
10. Welcomes, in this connection, the organisation of the new Commission in clusters, since this enables the HR/VP to coordinate all relevant Commission policies with an external dimension; supports the HR/VP in her efforts to fully assume her role as Vice-President of the Commission; encourages the HR/VP at the same time to use her role as Chair of the Foreign Affairs Council to bring initiatives into the Council that advance common proactive policies beyond the lowest common denominator, using the whole toolbox of the CFSP and the EU’s external policies;

Calls on the VP/HR to prioritise children’s rights in all EU external action so as to ensure the effective mainstreaming of children’s rights, including in the context of Human Rights Dialogues, trade agreements, the accession process and the European Neighbourhood Policy, and in relations with the African, Caribbean and Pacific (ACP) Group of States, in particular countries in conflict; calls on the VP/HR to report annually to Parliament on the results achieved with regard to child-focused EU external action.

2. to provide support to the HR/VP in the accomplishment of his/her multiple duties as entrusted by the TEU, by foreseeing the appointment of (a) political deputy/ies who would be accountable to Parliament and appear before its responsible committee prior to taking up duties, and empowered to act on behalf of the HR/VP; to ensure also that RELEX Commissioners can fully represent the HR/VP for parliamentary matters and internationally; furthermore, to consider involving Member States' foreign ministers for specific tasks and missions on behalf of the Union, as a way of reinforcing common EU positions;

In the execution of the HR's tasks as set out in this Article, the HR shall report as appropriate, and at least once every six months, to the Council, including on the Board's assessment of the implementation by SATCEN of the political guidance referred to in paragraph 1 and of the operational direction referred to in paragraph 2.

49. Urges the VP/HR, the Council and the Member States to invest themselves in seeking a solution to the crisis in Syria; calls on the VP/HR to ensure that the Member States act in a united and coordinated manner at the UN Security Council, which constitutes the appropriate forum to discuss a potential international and UN-backed intervention in Syria; urges, furthermore, the VP/HR to step up efforts to exert diplomatic pressure on Russia and China to unblock the stalemate with respect to Syria at the Security Council; calls on the VP/HR and the Commission to explore all ways to provide and reinforce humanitarian assistance in response to needs in those neighbouring countries that, in particular through the influx of refugees, are most affected by the crisis in Syria;

116. verzoekt de VV/HV met voorstellen te komen voor het vergroten van de capaciteit van de EDEO voor conflictpreventie en vredeshandhaving, onder specifieke verwijzing naar het Göteborg-programma, en voor het verder versterken van de capaciteit van de EU om conflicten te voorkomen en voor bemiddeling, dialoog en verzoening te helpen zorgen, naast haar beter gedoteerde crisisbeheersingscapaciteit; verzoekt om met prioriteit het EU-beleid inzake conflictpreventie en vredeshandhaving te evalueren met het oog op een rapportage door de VV/HV aan het Parlement over voorstellen voor het vergroten van de externe capaciteit van de Unie en het reactievermogen van de Unie op dit gebied; is verheugd over het voorstel van de Commissie en de EDEO om, na de succesvolle afsluiting eind dit jaar van de door het Parlement voorgestelde voorbereidende actie, een begrotingslijn van 500 000 euro voor conflictpreventie en ondersteunende diensten voor bemiddeling in het EDEO-budget 2013 op te nemen; verzoekt de VV/HV om de deelneming van vrouwen aan mechanismen voor conflictpreventie, bemiddeling, dialoog, verzoening en vredesopbouw te versterken;
116. Calls for the VP/HR to put forward proposals for boosting the EEAS’ capacities with regard to conflict prevention and peace-building, with particular reference to the Gothenburg Programme, and to further expand the EU‘s capacity to prevent conflict and provide mediation, dialogue and reconciliation capacities alongside its better-resourced crisis management capacities; calls, as a matter of priority, for stock to be taken of EU policies in the area of conflict prevention and peace-building, with a view to the VP/HR reporting back to Parliament on proposals for strengthening the Union’s external capacity and responsiveness in this area; welcomes the proposal by the Commission and the EEAS to introduce a budget line amounting to EUR 500 000 for Conflict Prevention and Mediation Support Services in the EEAS budget for 2013, following the successful completion at the end of this year of a preparatory action proposed by Parliament; calls on the VP/HR to enhance the participation of women in conflict prevention, mediation, dialogue and reconciliation and peace-building mechanisms;

9. onderstreept de rol van politiek leiderschap die de VV/HV geacht wordt te spelen bij het verzekeren van de eenheid, coördinatie, consistentie, geloofwaardigheid en doeltreffendheid van het optreden van de Unie; verzoekt de VV/HV om volledig en tijdig gebruik te maken van haar bevoegdheden om naleving van het GBVB te initiëren, in goede banen te leiden en te waarborgen en de relevante organen van het Parlement hier volledig bij te betrekken; is ingenomen met de belangrijke leidersrol die de VV/HV namens de internationale gemeenschap in moeilijke omstandigheden gespeeld heeft in de onderhandelingen met Iran; houdt rekening met de belangrijke historische relatie tussen Europese en Iraanse bevolking; verzoekt om leiderschap aan de dag te leggen om ervoor te zorgen dat de Unie een grotere rol gaat spelen bij het ondersteunen van de Europese buurlanden, in het licht van de Arabische Lente en in het bijzonder de democratische overgangsprocessen in het zuidelijke Middellandse Zeegebied, o.a. via het nieuwe Europees Fonds voor Democratie, en bij het vastgelopen vredesproces in het Midden-Oosten;
9. Underlines the role of political leadership expected of the VP/HR in ensuring the unity, coordination, consistency, credibility and effectiveness of action by the Union; calls on the VP/HR to use to the full and in a timely manner her powers to initiate, conduct and ensure compliance with the CFSP, involving Parliament‘s relevant bodies fully in that endeavour; welcomes the important lead role, on behalf of the international community, played under difficult circumstances by the VP/HR in the negotiations with Iran; takes into account the important historical relationship between European and Iranian peoples; calls for leadership in enhancing the Union’s role in support of the European Neighbourhood, in light of the Arab Spring, particularly the democratic transition processes in the Southern Mediterranean, including through the new European Endowment for Democracy, as well as in the stalled Middle East peace process;

The kick-off meeting, chaired by the representative of the HR, will organise the network’s activities and prepare an annual conference with a view to submitting a report and/or recommendations to the representative of the HR.
