In ESR 95 werd het begrip bruto nationaal product (BNP) vervangen door het begrip bruto nationaal inkomen (BNI). In het nieuwe besluit is BNP dus door BNI vervangen voor de bepaling van de eigen middelen, om niet te raken aan het bedrag van de financiële middelen die ter beschikking van de Gemeenschappen worden gesteld is het plafond voor de eigen middelen als percentage van het BNI van de EU aangepast.
