Hoewel minder ernstige psychosociale stress ('life events') het begin kan verhaasten of kan bijdragen aan het voorkomen van een zeer ruime reeks stoornissen die elders in dit hoofdstuk zijn geclassificeerd, is het etiologisch belang ervan niet altijd duidelijk en blijkt dit in alle gevallen afhankelijk te zijn van individuele, vaak idiosyncratische, kwetsbaarheid, d.w.z. de levensgebeurtenissen zijn noodzakelijk noch voldoende om het optreden en de vorm van de stoornis te verklaren. De stoornissen die hier bijeen zijn gebracht daarentegen, denkt men altijd te ontstaan als een direct gevolg van acute ernstige stress of aanhoudend trauma. De stressveroorzakende gebeurtenissen of aanhoudend-onaangename omstandigheden zijn de primaire- en overwegend causale factor en de stoornis zou niet zijn opgetreden zonder de inwerking ervan. De stoornissen in deze sectie kunnen aldus worden beschouwd als onaangepaste antwoorden op ernstige of aanhoudende stress, in zoverre dat ze interfereren met succesvolle 'coping'-mechanismen en daarom tot problemen in het sociaal functioneren leiden.
Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

IN-CONTEXT TRANSLATIONS

In afwijking van artikel 180 van Verordening (EG) nr. 1234/2007 en van artikel 3 van Verordening (EG) nr. 1184/2006 zijn de artikelen 87, 88 en 89 van het Verdrag niet van toepassing op door de lidstaten verrichte betalingen, met inbegrip van hun financiële bijdragen, noch op de uit parafiscale heffingen of verplichte bijdragen afkomstige financiële bijdragen van de lidstaten of van de indienende organisaties voor programma's die op grond van artikel 36 van het Verdrag in aanmerking komen voor Gemeenschapssteun en door de Commissie zijn geselecteerd overeenkomstig artikel 8, lid 1, van de onderhavige verordening.
By way of derogation from Article 180 of Regulation (EC) No 1234/2007 and Article 3 of Regulation (EC) No 1184/2006 , Articles 87, 88 and 89 of the Treaty shall not apply to payments made by Member States, including their financial participations, nor to the financial participations from parafiscal charges or mandatory contributions of Member States or proposing organisations for programmes eligible for Community support under Article 36 of the Treaty, that the Commission has selected in accordance with Article 8(1) of this Regulation.

2. Steun die krachtens deze verordening is vrijgesteld, mag niet worden gecumuleerd met enige andere staatssteunbedragen in de zin van artikel 87, lid 1, van het Verdrag, noch met financiële bijdragen van de lidstaten, met inbegrip van de in artikel 88, lid 1, tweede alinea, van Verordening (EG) nr. 1698/2005 bedoelde bijdragen, noch met financiële bijdragen van de Gemeenschap die met betrekking tot dezelfde in aanmerking komende kosten zijn toegekend, indien een dergelijke cumulering ertoe zou leiden dat de steunintensiteit hoger is dan in deze verordening wordt vastgesteld.
2. Aid exempted by this Regulation shall not be cumulated with any other State aid within the meaning of Article 87(1) of the Treaty, or financial contributions provided by Member States, including those covered by the second subparagraph of Article 88(1) of Regulation (EC) No 1698/2005, or financial contributions by the Community in relation to the same eligible costs, if such cumulation would result in an aid intensity exceeding the maximum laid down in this Regulation.
