4. verwelkomt het feit dat de lopende duurzaamheidseffectbeoordeling voor handel, die wordt uitgevoerd onder auspiciën van de Commissie, voltooid zal zijn als de officiële onderhandelingen voor de vrijhandelsovereenkomst beginnen, zodra Oekraïne het proces van toetreding tot de Wereldhandelsorganisatie heeft voltooid en het Oekraïense parlement het resultaat heeft geratificeerd; verzoekt de Commissie en de regering van Oekraïne zorgvuldig rekening te houden met de resultaten van de duurzaamheidseffectbeoordeling (DEB) bij het bepalen van de definitieve inhoud van de vrijhandelsovereenkomst;

Welcomes the fact that the ongoing Trade Sustainable Impact Assessment carried out under the auspices of the Commission will be completed by the time the official negotiations on the FTA start, once Ukraine has completed its WTO accession process and the Ukraine parliament has ratified the result; calls on the Commission and the Government of Ukraine to carefully take into consideration the results of the sustainable impact assessment study (SIA) when finalising the content of the FTA;

Welcomes the European Union NGO Human Rights Forum organised by the Portuguese Presidency and the Commission and held in Lisbon in December 2007 on the topic of economic, social and cultural rights; endorses the recommendations of the Forum, which reaffirmed the indivisibility and universality of human rights and succeeded in linking the external and internal aspects of European Union policies; encourages the Council and the Commission, therefore, to strengthen the current Sustainability Impact Assessment carried out by the Commission's DG Trade through an adequate human rights impact assessment;
