Underlines the important role of the Member States, their expertise and their bilateral relations with the ENP countries in shaping a coherent EU policy; stresses the need for proper coordination between the VP/HR, the Commissioner for European Neighbourhood Policy and Enlargement Negotiations, the EU delegations and the EU Special Representatives in order to avoid duplication of efforts; maintains that the EU delegations have a major role to play in implementing the ENP;

11. dringt er bij de hoge vertegenwoordiger van de Unie voor buitenlandse zaken en veiligheidsbeleid en de commissaris voor Europees nabuurschapsbeleid en uitbreidingsonderhandelingen op aan de toegevoegde waarde van het EFD in overweging te nemen bij de onlangs gestarte herziening van het ENB en om na te denken over de wijze waarop het EFD duurzaam kan worden gefinancierd;
11. Calls on the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy and on the Commissioner for European Neighbourhood Policy and Enlargement Negotiations to consider the added value of the EED in the course of the newly launched review of the ENP and to reflect on ways of providing the EED with sustainable funding;

24. dringt er bij de VV/HV en de commissaris voor Europees Nabuurschapsbeleid en Uitbreidingsonderhandelingen op aan om, binnen het kader van hun bevoegdheden, stappen te zetten om een politieke oplossing voor de crisis in Oekraïne te faciliteren die door alle betrokken partijen wordt geëerbiedigd; benadrukt dat bij een dergelijke oplossing het scenario van een bevroren conflict in het oosten van Oekraïne en op de Krim moet worden vermeden; dringt er bij de VV/HV op aan te opteren voor een aanpak in het kader waarvan een principieel en krachtig standpunt met betrekking tot de soevereiniteit en territoriale integriteit van Oekraïne wordt gecombineerd met de beginselen van het internationaal recht, die het toelaat te streven naar een via onderhandelingen tot stand gekomen oplossing van de crisis in het oosten van Oekraïne en op de Krim; herhaalt dat eenheid en samenhang bij de EU-lidstaten noodzakelijke voorwaarden zijn voor het welslagen van elke EU-strategie voor Rusland; roept in deze context de regeringen van de lidstaten op om niet unilateraal maatregelen te nemen of uitspraken te doen en om meer inspanningen te leveren om te komen tot een gezamenlijk Europees standpunt met betrekking tot Rusland;
24. Calls on the VP/HR and the Commissioner for European Neighbourhood Policy and Enlargement Negotiations to take steps within their power to facilitate a political solution of the Ukraine crisis that that would be respected by all the parties involved; emphasises that such a solution must avoid a frozen conflict scenario in eastern Ukraine and Crimea; calls on the HR/VP to chart an approach that combines a principled and robust position as regards Ukraine’s sovereignty and territorial integrity and the principles of international law with the pursuit of a negotiated solution to the crisis in eastern Ukraine and Crimea; reiterates that unity and cohesion among EU Member States constitute a prerequisite for the success of any EU strategy towards Russia; in this context, calls on the governments of the Member States to refrain from unilateral actions and rhetoric, and to intensify efforts to develop a common European position vis-à-vis Russia;
