Financial assistance in these areas should in particular support actions promoting cross-border joint operations, access to and exchange of information, exchange of best practices, facilitated and secure communication and coordination, training and exchange of staff, analytical, monitoring and evaluation activities, comprehensive threat and risk assessments in accordance with the competencies set out in the TFEU, awareness raising activities, testing and validation of new technology, forensic science research, the acquisition of technical interoperable equipment and cooperation between Member States and relevant Union bodies, including Europol.

Also emphasises the need to improve maritime surveillance capability in the region, inter alia by providing training and setting up a network of coastguards from countries in the region, and takes the view that the Union should contribute to these efforts by endorsing the Djibouti Code of Conduct and the associated implementation plan developed by the International Maritime Organization, as approved by the countries in the region (including the establishment of an information exchange centre in Yemen and a training centre in Djibouti for ships‘ crews);

37. dringt aan op de ontwikkeling van een gemeenschappelijk situatiebesef, hetgeen bij de beheersing van grote crises met een multisectoraal karakter, wanneer de politieke autoriteiten snel en alomvattend moeten worden geïnformeerd, van essentieel belang is; is verheugd over het feit dat de CCA-toetsing zich op de ontwikkeling van geïntegreerde situatiekennis en -analyse (ISAA) voor EU-instellingen en lidstaten concentreert en verzoekt de Raad zorg te dragen voor tijdige implementatie; wijst erop dat een gemeenschappelijk situatiebesef zonder een cultuur van informatie-uitwisseling nauwelijks mogelijk is en dat ook de ontwikkeling van een cultuur van informatie-uitwisseling zonder een duidelijke rolverdeling nauwelijks mogelijk is;
37. Urges the development of common situation awareness, which is essential in dealing with major multisector crises, when rapid and comprehensive updates need to be provided to the political authorities; welcomes the focus of the CCA review on developing an Integrated Situational Awareness and Analysis (ISAA) for EU institutions and Member States, and calls on the Council to ensure timely implementation; points out that common situation awareness is hardly possible without a culture of information-sharing, and that the development of such a culture is hardly possible without a clear division of roles;
