R. whereas Article 282 TFEU states that the primary objective of the European System of Central Banks (ESCB) is to maintain price stability; whereas Article 127 TFEU states that, without prejudice to this primary objective, the ESCB must support the general economic policies in the Union; whereas Article 123 TFEU and Article 21 of the Statute of the European System of Central Banks and of the ECB prohibit the direct purchase by the national central banks or the ECB of debt instruments issued by EU or national public authorities or bodies; whereas this was a sine qua non for several Member States to enter the economic and monetary union; whereas such purchases are allowed in secondary markets;

Besluit ECB/2013/28 van 29 augustus 2013 inzake het procentuele aandeel van de nationale centrale banken in de verdeelsleutel voor de inschrijving op het kapitaal van de Europese Centrale Bank (ECB) (1), voorziet in de aanpassing van de sleutel voor inschrijving op het kapitaal van de Europese Centrale Bank (ECB) (hierna de „kapitaalverdeelsleutel”) overeenkomstig artikel 29.3 van de statuten van het Europees Stelsel van centrale banken en van de Europese Centrale Bank en stelt met ingang van 1 januari 2014 de aan elke nationale centrale bank (NCB) toegewezen nieuwe weging van de aangepaste kapitaalverdeelsleutel vast (hierna de „weging in de kapitaalverdeelsleutel”).
Decision ECB/2013/28 of 29 August 2013 on the national central banks’ percentage shares in the key for subscription to the European Central Bank’s capital (1) provides for the adjustment of the key for subscription to the capital of the European Central Bank (ECB) (hereinafter ‘capital key’) in accordance with Article 29.3 of the Statute of the European System of Central Banks and of the European Central Bank and establishes, with effect from 1 January 2014, new weightings assigned to each national central bank (NCB) in the adjusted capital key (hereinafter the ‘capital key weightings’).

‘central bank (CB)’ means the European Central Bank, the national central banks (NCBs) of the Member States whose currency is the euro, the NCBs of the Member States whose currency is not the euro (hereinafter ‘non-euro area NCBs’), any European Economic Area (EEA) central bank or relevant competent authority (hereinafter ‘EEA central bank’) and any central bank or relevant competent authority of a country outside the EEA (hereinafter ‘other central bank’), where the currency of such a non-euro area NCB, EEA or other central bank is considered eligible in accordance with Article 18 of Guideline ECB/2010/2;

The college shall be chaired by ESMA and consist of no more than seven members, including the competent authority of the Member State of establishment of the CCP and the authority responsible for the oversight of the CCP and the central banks of issue of the most relevant currencies of the financial instruments cleared as well as the competent authorities responsible for the supervision of the clearing members of the CCP established in the three Member States with the largest contributions to the default fund of the CCP referred to in Article 40 on an aggregate basis.

Overdraft facilities or any other type of credit facility with the European Central Bank or with the central banks of the Member States (hereinafter referred to as "national central banks") in favour of Union institutions, bodies, offices or agencies, central governments, regional, local or other public authorities, other bodies governed by public law, or public undertakings of Member States shall be prohibited, as shall the purchase directly from them by the European Central Bank or national central banks of debt instruments.

Cyprus, as a Member State with a derogation, has participated since 2 May 2005 in ERM II; whereas the Central Bank of Cyprus is party to the Agreement of 16 March 2006 between the European Central Bank and the national central banks of the Member States outside the euro area laying down the operating procedures for an exchange rate mechanism in stage three of economic and monetary union (1), amended by the Agreement of 21 December 2006 (2) (together hereinafter referred to as the ‘ERM II Central Bank Agreement’).

34. verzoekt de ECB de status van het in de balans van de centrale bank opgenomen goud te onderzoeken; acht het een interessante gedachtegang om uit oogpunt van winstgevendheid goud tegen activa om te wisselen; is evenwel bezorgd door de gevolgen van het feit dat de centrale bank wordt blootgesteld aan grotere financiële risico's en belangenconflicten die er het gevolg van zijn dat de centrale bank aandelen in de economie heeft; verzoekt de ECB een dergelijke herverdeling op evenwichtige wijze te beoordelen; verzoekt de ECB bindende en geharmoniseerde boekhoudvoorschriften op te stellen voor de nationale centrale banken wanneer deze hun goud en deviezenreserves beoordelen; houdt eraan vast dat het transparanter en doeltreffender zou zijn een open discussie over de omvang van de ESCB-reserves te voeren;
34. Calls on the ECB to make a thorough review of the status of gold included in central bank balance sheets; finds the idea of trading gold for securities for profitability purposes interesting; is nevertheless worried by the consequences of increased central bank exposure to financial risks and the emergence of conflicts of interest originating from central bank holdings in the economy and calls on the ECB to establish a balanced assessment of such a reallocation; calls on the ECB to formulate binding and harmonised accounting rules for the national central banks when valuing their gold and currency reserves; observes that it would be more transparent and more effective to have an open debate on the level of external ESCB reserves;

31. acht het noodzakelijk dat in de directie van de ECB niet alleen leden van centrale banken worden benoemd maar ook economische en monetaire experts, die niet afkomstig zijn uit de kring van centrale banken; acht het belangrijk dat ook wordt gezorgd voor pluriformiteit bij de benoeming van de presidenten van de nationale centrale banken door de lidstaten; verzoekt de lidstaten met klem te zorgen voor volledige transparantie en inspraak van de parlementen bij de benoeming van de presidenten van de nationale centrale banken; acht het nuttig als er een nationale discussie over economisch beleid wordt georganiseerd wanneer dit soort benoemingen plaatsvinden; moedigt de benoeming van ter zake deskundige vrouwen in de besluitvormingsorganen en managementfuncties van de ECB aan;
31. Deems it necessary to nominate not only central bankers for the ECB executive board but also people with economic and monetary expertise recruited from outside the inner circle of central banking; considers it important, moreover, to ensure diversity when Member States nominate national central bank governors; urges Member States to ensure full transparency and Parliament involvement when NCB governors are nominated; considers it fruitful for a national debate on economic policy to be held when such nominations take place; encourages the nomination of competent women in the decision-making bodies and management functions of the ECB;

(11) Overwegende dat de Europese Centrale Bank en de nationale centrale banken alle soorten banktransacties kunnen verrichten met betrekking tot in derde landen gevestigde financiële instellingen; dat de Europese Centrale Bank en de nationale centrale banken op passende voorwaarden financiële instellingen uit derde landen toegang tot hun betalingssystemen kunnen bieden; dat de overeenkomst tussen de Gemeenschap en het Vorstendom Monaco de Europese Centrale Bank of de nationale centrale banken geen enkele verplichting oplegt;
(11) Whereas the European Central Bank (ECB) and the national central banks may engage in all types of banking transactions in relation to financial institutions located in third countries; whereas the ECB and the national central banks may, under appropriate conditions, allow financial institutions in third countries access to their payment systems; whereas the agreement between the Community and the Principality of Monaco shall not impose any obligations on the ECB or on any national central bank;
