Door het advies te concentreren op de in het verslag opgeworpen vragen gaat het ESC met name in op de vier opties met betrekking tot de benadering van de regio's die op dit moment in aanmerking komen voor steun uit hoofde van doelstelling 1, maar die in de uitgebreide Unie, vanwege de daling van het gemiddelde BBP per hoofd van de bevolking, buiten deze steun zullen vallen. In dit kader spreekt het Economisch en Sociaal Comité zich uit voor verhoging van de huidige drempel van 75% en voor voortzetting van de steun van de Gemeenschap aan deze regio's.
By addressing directly the questions in the Second Report, the ESC expands in particular on the four options for the treatment of the regions currently eligible under Objective 1 but which would cease to be so in an enlarged Union because of the statistical fall in average per capita GDP. On this point, it favours raising the current threshold of 75% and continuing to concentrate Community aid on these regions.
