The criminalisation issue merits a debate in itself, but it is stated in Article 19 of the directive that the Commission will in some years submit a report to the European Parliament and the Council ‘assessing the impact of existing national law criminalising the users of services which are the objects of exploitation of trafficking in human beings on the prevention of trafficking in human beings, accompanied, if necessary, by adequate proposals’.
Das Problem der Kriminalisierung verdient selbst eine Debatte, aber in Artikel 19 der Richtlinie heißt es, dass die Kommission in einigen Jahren dem Europäischen Parlament und dem Rat einen Bericht vorlegen wird, „wie sich die bestehenden nationalen Rechtsvorschriften, mit denen die Inanspruchnahme von Diensten, die eine Ausbeutung durch Menschenhandel darstellen, unter Strafe gestellt wird, auf die Verhütung des Menschenhandels auswirken, und unterbreitet erforderlichenfalls geeignete Vorschläge“.
