In view of the assessment, Austria is invited to (i) implement the stimulus measures, but reverse the expansionary fiscal stance once the economic crisis subsides so as to return to a consolidation path compatible with the long-term sustainability of public finances, (ii) substantiate the intention mentioned in the programme to implement measures deemed necessary to achieve a general government deficit below the 3% of GDP reference value by 2012 at the latest and (iii) further improve the budgetary framework to strengthen fiscal discipline at all levels of government through enhanced transparency and accountability notably by aligning legislative, administrative and financing responsibilities between the different levels of government.
In Anbetracht der Bewertung durch die Kommission wird Belgien aufgefordert, i) bis spätestens 20. September eine Aktualisierung des Programms einschließlich einer soliden mittelfristigen Haushaltsstrategie vorzulegen und sich in stärkerem Maße an die Datenvorgaben des Verhaltenskodex, insbesondere im Hinblick auf die obligatorischen Daten, zu halten; ii) die konjunkturfördernden Maßnahmen in Einklang mit dem Europäischen Konjunkturprogramm wie geplant umzusetzen, dabei jedoch eine weitere Verschlechterung des strukturellen Saldos im Jahr 2009 zu vermeiden und den expansiven finanzpolitischen Kurs ab 2010 umzukehren, wenn sich die Wirtschaftslage erwartungsgemäß bessert, um zu einem Konsolidierungspfad zurückzukehren, der mit der Tragfähigkeit der öffentlichen Finanzen vereinbar ist; iii) die Qualität der öffentlichen Finanzen zu verbessern durch Annahme eines strengeren Haushaltsrahmens einschließlich verbindlicher mehrjähriger Ausgabenobergrenzen sowie Haushaltsvereinbarungen zwischen den einzelnen Regierungsebenen, und dabei auch Durchsetzungsmechanismen zu schaffen, die die Einhaltung der haushaltspolitischen Ziele gewährleisten; und iv) zur Steigerung des Potenzialwachstums Strukturreformen des Sozialversicherungssystems, des Arbeitsmarktes und der Produktmärkte durchzuführen, die Beschäftigungsquote zu erhöhen und die Haushaltsauswirkungen der Bevölkerungsalterung zu verringern, um die langfristige Tragfähigkeit der öffentlichen Finanzen zu verbessern .

In view of the assessment, Slovenia is invited to: (i) implement the already adopted stimulus measures in line with the EERP and specify the measures announced in the programme aimed at stemming the widening of the deficit; (ii) start reversing the fiscal stimulus as planned in the programme in 2010 and strengthen the adjustment foreseen for 2011 in the light of the assumed pick-up in economic growth; in so doing, keep tight control over government expenditure; (iii) in view of the projected increase in age-related expenditure, improve the long-term sustainability of public finances by further reforming the pension system, in particular with a view to encouraging longer working lives.
Angesichts dieser Bewertung wird Slowenien aufgefordert, i) die Konjunkturmaßnahmen 2009 im Einklang mit dem Europäischen Konjunkturprogramm umzusetzen, ii) im Jahr 2010 programmgemäß mit der Rücknahme der Konjunkturmaßnahmen zu beginnen und vor dem Hintergrund der erwarteten Konjunkturbelebung 2011 die vorgesehene Anpassung zu verstärken; dabei ist auf eine strenge Kontrolle der Staatsausgaben zu achten. Zudem sollte Slowenien iii) angesichts des projizierten Anstiegs der alterungsbedingten Ausgaben die langfristige Tragfähigkeit der öffentlichen Finanzen verbessern und dazu die Reform des Altersversorgungssystems insbesondere im Hinblick auf eine längere Lebensarbeitszeit fortsetzen.

In view of this assessment and taking into account the policy invitations addressed to Romania to correct the excessive deficit under Article 104(7) of the Treaty (see below), as well as to ensure sustainable convergence, Romania is invited to: (i) ensure the correction of the excessive deficit by 2011; to this effect, implement the fiscal measures as planned in the February 2009 budget and the April 2009 amended budget, especially in the area of public sector wages and pension reform; take further corrective action if needed to achieve the 2009 deficit target in order to ensure compliance with the commitments undertaken under the balance of payments programme; and specify measures to buttress the envisaged reduction of the deficit in 2010 and 2011, in particular those underpinning the planned reduction of the public wage bill; (ii) undertake concrete steps towards the envisaged strengthening of fiscal governance and transparency, in particular by setting up a binding medium-term budgetary framework, establishing an independent fiscal council, introducing limits on budgetary revisions during the year and laying-out fiscal rules as well as restructuring the public compensation system, including pay and bonuses; (iii) accelerate the reform of pension (in particular with respect to the indexation of pensions and the retirement age) and health care systems to curb the substantial increase in age-related expenditures and reduce the risks to the sustainability of public finances; and (iv) strengthen the supply side of the economy by making tangible progress with the implementation of the structural reforms, notably by enhancing the efficiency and effectiveness of public administration, improving the business environment, tackling undeclared work and by increasing the absorption and improving the use of EU funds.
ii) konkrete Schritte zur geplanten Verbesserung der Haushaltsführung und der Transparenz zu unternehmen, insbesondere durch Aufstellung eines verbindlichen mittelfristigen Haushaltsrahmens, Einsetzung eines unabhängigen Finanzrats, Einführung von Beschränkungen für Haushaltsänderungen im Laufe des Jahres und Aufstellung von finanzpolitischen Vorschriften sowie Neustrukturierung des Vergütungssystems im öffentlichen Sektor einschließlich Bezahlung und Vergünstigungen; im Bereich der Steuerverwaltung die Effizienz der Steuererhebung durch Reform der Steuerverwaltung und Verbreiterung der Steuerbemessungsgrundlage zu verbessern; iii) die Reform des Rentensystems (insbesondere der Rentenindexierung und des Renteneintrittsalters) voranzutreiben, um den erheblichen Anstieg der alterungsbedingten Ausgaben einzudämmen und die Risiken für die langfristige Tragfähigkeit der öffentlichen Finanzen zu verringern, und die Wirksamkeit und Effizienz der Gesundheitsausgaben zu verbessern; und iv) die Angebotsseite der Wirtschaft zu stärken, indem spürbare Fortschritte bei der Umsetzung der Strukturreformen erzielt werden, namentlich durch Steigerung von Effizienz und Wirksamkeit der öffentlichen Verwaltung, Verbesserung der Rahmenbedingungen für Unternehmen, Bekämpfung der Schwarzarbeit sowie bessere Inanspruchnahme und Verwendung von EU-Mitteln.

The note summarises the status of negotiations after the Bali meeting (COP 13/CMP 3) of December 2007, and presents the issues at stake for building the elements of a future climate agreement: on mitigation the specification of "measurable, reportable and verifiable nationally appropriate mitigation commitments or actions" for developed countries (most likely continuing the emission reduction targets under the Kyoto Protocol); . on adaption, the difficult issue is to define exactly which adaptation activities should be supported by the international system and how developing countries would be able to apply for support; on technology, a comprehensive framework for technology transfer has been decided and ways to assess the effectiveness of technology transfer are being developed; on finance, the challenge is to create a constant flow of financial resources, substantially larger than the currently available funds, and independent of government budgets.
