Considers action to combat poverty, which is the root cause of immigration, to be a shared responsibility of the rich countries on the northern shore of the Mediterranean (EU) and the poor countries of the southern and eastern shores; stresses, in this connection, the fact that strategies aimed at reducing poverty, improving living and working conditions, creating jobs and promoting professional training in countries of origin help in the long term to normalise migratory flows;
