Considers action to combat poverty, which is the root cause of immigration, to be a shared responsibility of the rich countries on the northern shore of the Mediterranean (EU) and the poor countries of the southern and eastern shores; stresses, in this connection, the fact that strategies aimed at reducing poverty, improving living and working conditions, creating jobs and promoting professional training in countries of origin help in the long term to normalise migratory flows;
5. considère que la lutte contre la pauvreté, qui est à l'origine de l'immigration, est une responsabilité partagée entre les pays riches de la rive Nord de la Méditerranée (UE) et les pays pauvres des deux rives Sud et Est du bassin méditerranéen; souligne, à cet égard, que les stratégies de réduction de la pauvreté, d'amélioration des conditions de vie et de travail, de création d'emplois et de promotion de la formation professionnelle dans les pays d'origine contribuent sur le long terme à normaliser les flux migratoires;
