L'avis des hauts fonctionnaires a été sollicité pour les points suivants: a) Faut-il exclure de l'éligibilité à l'APD toute aide destinée à toute formation de militaires, quelle qu'elle soit? b) Des formations spécifiquement non-militaires destinées à des militaires de pays hôtes peuvent-elles être éligible s à VAPD: Human right norms and principles of democratic governance; Activities that promote political, institutional and financial accountability, civilian oversight, and transparency, and/or Mine clearance or other functions with civilian ODA-purposes?
De SLM werd gevraagd advies te verlenen over de volgende vragen: a) Dient elke steun voor om het even welke vorming van militairen te worden uitgesloten van ODA-aanrekenbaarheid? b) Kunnen specifieke niet-militaire vormingen van militairen van ontvangende landen ODA-aanrekenbaar worden: Human right norms and principles of democratic governance; Actiovities that promote political, institutional and financial accountability, civilian oversifht, and transparency, and/or Mine clearance or other functions with civilian ODAvpurposes?
