15. Recalls that the quality of Community legislation and its implementation is of major importance to the proper functioning of the Internal Market, and that the number of cases before the European Court of Justice related to unclear provisions and incorrect implementation of secondary legislation demonstrates the need to draft Community legislation more precisely; therefore calls on the Commission to introduce indicators in the Scoreboard regarding the number of proceedings before the European Court of Justice concerning quality of secondary legislation, as well as its incorrect implementation;

15. rappelle que la qualité de la législation communautaire et sa mise en œuvre sont d'une importance majeure pour le bon fonctionnement du marché intérieur et que le nombre élevé d'affaires instruites par la Cour de justice des Communautés européenne découle de dispositions insuffisamment claires, et que la mise en œuvre incorrecte de la législation secondaire démontre la nécessité d'une plus grande précision dans la rédaction du droit communautaire; demande par conséquent à la Commission d'introduire dans le tableau d'affichage des indicateurs concernant les nombreuses procédures en instance devant la Cour de justice relatives à la qualité de la législation secondaire ainsi qu'aux cas de mise en oeuvre incorrecte;
