Le rapporteur considère que la portée de la modification proposée du règlement (UE) n° 525/2013 relatif à un mécanisme pour la surveillance et la déclaration des émissions de gaz à effet de serre dans l'Union européenne reflète pleinement la nécessité d'établir et d'adopter des règles spécifiques et cohérentes afin d'assurer la mise en œuvre technique du protocole de Kyoto dans l'Union européenne après 2012, de permettre la bonne réalisation de l'exécution conjointe des engagements de l'Union, de ses États membres et de l'Islande et de garantir une mise en adéquation avec le fonctionnement du SEQE de l'UE et de la décision relative à la répartition de l'effort.
The rapporteur considers that the scope of the proposed amendment to the Regulation (EU) No 525/2013 on the Mechanism for Monitoring and Reporting of the greenhouse gas emissions in EU reflects to full extend the necessity to draw up and adopt the specific and coherent rules to ensure the technical implementation of the Kyoto Protocol in the Union after 2012, to enable the effective operation of the joint fulfilment of the commitments of the Union, its Member States and Iceland, and ensure its alignment with the operation of the EU ETS and the Effort Sharing Decision.

(6) Afin d'établir des règles cohérentes pour assurer la mise en œuvre technique du protocole de Kyoto dans l'Union européenne après 2012, permettre la bonne réalisation de l'exécution conjointe des engagements de l'Union, de ses États membres et de l'Islande et garantir une mise en adéquation avec le fonctionnement du SEQE de l'UE et de la décision relative à la répartition de l'effort, il convient de déléguer à la Commission le pouvoir d'adopter des actes délégués conformément à l'article 290 du TFUE.
(6) In order to establish coherent rules to ensure the technical implementation of the Kyoto Protocol in the Union after 2012, to enable the effective operation of the joint fulfilment of the commitments of the Union, its Member States and Iceland, and ensure its alignment with the operation of the EU ETS and the Effort Sharing Decision, the power to adopt delegated acts in accordance with Article 290 TFEU should be delegated to the Commission.
