3. accueille favorablement la communication de la Commission sur l'application de la directive 2000/43/CE, du 29 juin 2000, relative à la mise en œuvre du principe de l'égalité de traitement entre les personnes sans distinction de race ou d'origine ethnique (COM(2006)0643), dont l'objectif est de mettre en place un cadre pour la lutte contre les discriminations liées à la race ou à l'origine ethnique, afin de défendre les principes de l'égalité devant la loi, de l'égalité des chances et de l'égalité de traitement dans les États membres dans le respect intégral du principe de subsidiarité et conformément aux traditions et aux pratiques respectives des pays; tout en appréciant le travail de synthèse effectué dans la communication de la Commission sur l'application de la directive, estime qu'il serait utile de disposer également d'une description détaillée de la transposition des dispositions de la directive 2000/43/CE dans les législations nationales, comme le prévoit la directive elle-même; rappelle par ailleurs à cette fin que la Commission s'est engagée non seulement à récolter des informations détaillées, mais également à en faire rapport au Parlement et au Conseil et que lui-même, Parlement, dans sa résolution du 14 juin 2006, sur une stratégie-cadre pour la non-discrimination et l'égalité des chances pour tous , a déjà demandé à la Commission "d'examiner d'urgence la qualité et le contenu des lois mettant en œuvre les directives anti discrimination";

Welcomes the Commission Communication on the application of Directive 2000/43/EC of 29 June 2000 implementing the principle of equal treatment between persons irrespective of racial or ethnic origin (COM(2006)0643)), which seeks to establish a framework to combat discrimination based on racial or ethnic origin in order to ensure that the principle of equality before the law, equal opportunities and equal treatment is consolidated in the Member States, whilst fully complying with the principle of subsidiarity and respecting the various national traditions and procedures; while appreciating the overview of the implementation of the Directive contained in the Commission Communication, notes that it would also have been useful to have been provided with a detailed description of the way in which the provisions of Directive 2000/43/EC have been incorporated into national law, as specified in the Directive itself; further notes that the Commission undertook not only to collect detailed information, but also to report on it to Parliament and the Council and that Parliament, in its resolution of 14 June 2006 on non-discrimination and equal opportunities for all – a framework strategy , asked the Commission to 'examine as a matter of urgency the quality and content of the laws implementing the anti-discrimination directives';

34. rappelle que toutes les institutions ont le droit de mettre en œuvre une politique de communication dans le cadre de leur autonomie institutionnelle, comme établi à l'article 49 du règlement financier; encourage la Commission à continuer à défendre, comme le font les autres institutions, sa propre autonomie en la matière; reconnaît la nécessité d'une coordination des différentes politiques de communication mises en œuvre par les institutions au sein du groupe interinstitutionnel sur l'information et la communication; invite le groupe interinstitutionnel à présenter un programme de travail pour 2008 plus concret et mieux coordonné d'ici la fin d'octobre 2007; à cet égard, invite la Commission à continuer à faire preuve d'ambition concernant sa politique de communication à l'intention des citoyens, ne perdant pas de vue que 2008 est l'année précédant les prochaines élections européennes et la nécessité de préparer le terrain pour la relance attendue de la réforme institutionnelle;
34. Recalls that all Institutions have the right to implement communication policy as part of their institutional autonomy, as established in Article 49 of the Financial Regulation; encourages the Commission to continue to defend, as the other Institutions do, its own autonomy in this matter; recognises the need for coordination of the different communication policies implemented by the Institutions within the Interinstitutional group on information and communication; calls on the Interinstitutional group to present a more concrete and coordinated working plan for 2008 by the end of October 2007; in this regard, invites the Commission to remain ambitious concerning its communication policy towards citizens, bearing in mind that 2008 is the year preceding the next European elections and the need to prepare the ground for the expected re-launch of the institutional reform;
