Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. The stressor may have affected the integrity of an individual's social network (bereavement, separation experiences) or the wider system of social supports and values (migration, refugee status), or represented a major developmental transition or crisis (going to school, becoming a parent, failure to attain a cherished personal goal, retirement). Recalls its resolution of 8 June 2011 on Investing in the future: a new Multiannual Financial Framework (MFF) for a competitive, sustainable and inclusive Europe; reiterates that without sufficient additional resources in the next MFF, the Union will not be able to fulfil its existing policy priorities, in particular those linked to the EU2020 strategy, and the new tasks provided for by the Treaty of Lisbon, as well as to respond to unforeseen events; points out that, even with an increase in the level of resources for the next MFF of at least 5 % compared to the 2013 level, only a limited contribution can be made to the achievement of the Union's agreed objectives and commitments and the principle of Union solidarity; challenges the Council, if it does not share this approach, to clearly identify which of its political priorities or projects could be dropped altogether, despite their proven European added value;

Recalls its strong call for an appropriate and balanced answer to the current challenges in the area of migration and solidarity, with a view to the management of legal migration and prevention and combating of illegal migration; acknowledging the obligation of EU Member States to conform to established EU law, emphasises the need for sufficient funding and support tools to handle emergency situations in a spirit of full respect of internal protection rules and human rights and solidarity amongst all Member States; is accordingly calling for a balanced increase of budget appropriations over the Draft Budget for, on one hand, both Frontex and the European Asylum office, in view of their increasing tasks and, on the other hand, the European Refugee Fund; restores moreover to DB level commitment appropriations for both the European Return Fund and the External Borders Fund; strongly believes that in the view of current developments particularly in the Mediterranean region and challenges posed to the security of the EU external borders and management of migration flows appropriate endowment of those funds is indispensable;

Stresses that the violent crackdown against peaceful protesters in Syria, with hundreds killed and arrested, must end immediately; calls on the Syrian President and Government to address the legitimate demands of the Syrian people by engaging in a genuine national dialogue aimed at implementing essential political, economic and social reforms and to put an end to the policy of repression of political opposition, civil society and human rights defenders; welcomes the UN Human Rights Council resolution condemning the Syrian government's violence against peaceful demonstrators and the sending of a fact-finding mission by the UN High Commissioner for Human Rights to the country; urges the EU and its Member States to take ongoing events in Syria into full consideration in their bilateral relations with the country, including the suspension of further negotiations over the EU-Syria Association Agreement, the review of the cooperation with Syrian authorities under ENPI, and serious and targeted sanctions against the Syrian regime with the aim of achieving a change in the regime's policies;

Calls on the Commission and Member States to introduce legislation and/or strengthen existing regulations and to attach particular importance to respecting intellectual property rights relating to commercial communications, trademarks and images, names, media rights and any other spin-offs from the sporting events organisers are running, so as to protect the professional sport economy, while respecting the right of ‘short reporting’ as stipulated by Directive 2007/65/EC (12) (‘Audiovisual Media Services’ Directive) and the self-sustained and balanced development of sport, without putting at stake the proper balance between a sporting organisation's legitimate concerns and the needs of the public to be able to access and create objective, informative and topical information in the forms of written, pictorial and audio content; points out that it is also important to ensure that recipients are guaranteed the possibility of having access to sporting events at cross-border level within the EU at a distance; in particular, problems of ambush marketing, Internet piracy and unlawful sports betting should be addressed as a priority by Member States and the Commission;
