Compte tenu des longs délais que nécessitent les évolutions communautaires, surtout celles qui touchent aux prérogatives des États membres, je considère que le moment est venu de mettre sur la table cette question qui est tout à fait à la fois symbolique, car elle couronne quarante ans d'intégration douanière toujours plus poussée, et pragmatique, car elle se pose dans l'optique d'une gestion des procédures plus efficace dans une planète qui se complexifie, qui va vite et qui ne nous attend pas.
In view of the long periods of time required for developments to take place in the Community, especially those which affect the prerogatives of the Member States, I believe that the time has come to lay this issue on the table. It is an issue which is both symbolic, in that it is the crowning achievement of 40 years of increasingly advanced customs integration, and pragmatic, in that it reflects the need for a more efficient customs organisation in an increasingly complex, fast-moving world which will not wait for us.

Je les exhorte à maintenir sous étroite surveillance les initiatives de chaque État membre, à ne pas hésiter à saisir la Cour de Justice des Communautés européennes en cas d’infraction au droit communautaire et, surtout, à tenir ce Parlement au courant de l’évolution de ce dossier et du niveau de solidarité, ou de son absence, démontré par les États membres.
I call on them to keep a close watch on the initiatives of each Member State, not to hesitate in resorting to the Court of Justice of the European Communities if Community law is breached and, in particular, to keep this Parliament informed of developments in this situation and the level of solidarity, or lack thereof, demonstrated by the various Member States.

Le régime d'aide aux produits transformés a permis de développer une industrie communautaire en expansion, mais dans certains cas les seuils institués ne correspondent plus à l'évolution de la demande, surtout dans le cas de la tomate transformée; il serait donc nécessaire de réviser les stabilisateurs existants.
The support scheme for processed products has enabled the development of an expanding Community industry, but in some instances the thresholds set have not been adjusted to changes in demand, especially in the case of processed tomatoes. There is therefore a need to review the existing budget stabilisers.

It focused in particular on the initial objectives of the federal government’s involvement in health care and raised some questions about the future role of the federal government in light of the changing health care environment (e.g. increased recourse to drug therapy, hospital out-patient services, home care and community care).

La modernisation et l'intégration des infrastructures communautaires et, surtout, la mise en place de réseaux transeuropéens dans le domaine des transports, de l'énergie et des télécommunications, amélioreront le socle industriel dont dépend la future évolution économique de la Communauté et joueront un rôle essentiel dans la poursuite du processus d'unification.
The modernisation and integration of Community infrastructure, and in particular building trans-European networks in the transport, energy and telecommunication fields will both improve the industrial base on which the Community's future economic development depends and be a key factor in the continuing process of unification.

C'est seulement ainsi que les 13,1 milliards d'Ecus proposés par la Commission pour la mise en oeuvre du IVème programme cadre de RDT de la Communauté (1994-1998) pourront contribuer de façon significative au renforcement de la compétitivité du système industriel européen et à l' amélioration de la qualité de la vie.
As Mr Ruberti stressed, the overriding aim will be to help establish a genuine Community RTD policy rather than to develop an RTD programme additional to the Member States' programmes. This is the only way that the ECU 13.1 billion proposed by the Commission for the Fourth Community RTD Framework Programme (1994-98) can make a significant contribution to enabling European industry to become more competitive and to securing an improvement in the quality of life. * * * * The working document adopted by the Commission updates the first working document on the Fourth Framework Programme tabled by the Commission in October 1992, in the light of developments in the world context and the conclusions of the Edinburgh European Council.

Rappel des principales modifications de la règlementation - les objectifs prioritaires des Fonds structurels ont été adaptés en vue de tenir compte des nouvelles priorités politiques surtout dans le domaine social et de la pêche ainsi que de l'évolution du monde rural; - même si la concentration géographique en faveur de l'objectif 1 a quelque peu souffert en raison des choix politiques intervenus, la concentration financière en faveur de ces régions sera nettement plus accentuée; - le partenariat inclut dorénavant les partenaires économiques et sociaux dans le cadre des modalités offertes par les règles institutionnelles et les pratiques existantes dans chaque Etat membre; - les procédures de programmation sont ajustées afin de permettre une simplification des procédures décisionnelles tout en garantissant le même niveau d'informations nécessaires pour l'octroi des concours communautaires; - la transparence dans la mise en oeuvre de l'action structurelle sera accrue; - les modalités pour assurer l'appréciation ex-ante, le suivi et l'évaluation ex-post des actions structurelles sont renforcées; - les préoccupations environnementales sont pleinement intégrées dans le processus de programmation; - le principe de l'additionnalité et les critères de respect de ce principe ont été clarifiés; - une plus grande flexibilité a été prévue dans les champs d'intervention des Fonds et dans la modulation des taux d'intervention.
The main changes in the rules - The priorities of the Structural Funds have been adapted to take account of new political priorities, particularly in the social field and fisheries and with regard to changes in the countryside. - Although geographical concentration on Objective 1 has been somewhat diluted by the political choices made, financial concentration on those regions will be considerably enhanced. - In future the partnership will embrace the economic and social partners in compliance with the institutional rules and existing practices of each Member State. - Programming procedures will be adjusted to simplify decision-making procedures while ensuring equal availability of the information required for the granting of Community assistance. - Structural measures will be implemented with greater transparency. - There are better arrangements for ensuring the prior appraisal, monitoring and ex post evaluation of structural measures. - Environmental concerns play their full part in the programming process. - The principle of additionality and the criteria for judging compliance have been clarified. - There will be greater flexibility in the areas which the Funds can assist and in modulation of their rates of assistance.
