And that reality is that it was only with great difficulty that the governments reached a financial agreement, which actually fell far short of the wishes expressed by Parliament and - what is more serious - of what was needed to pursue the objectives which the European Union had set itself, among which the establishment of an area of freedom, security and justice was high on the agenda.
