U. considérant que les «Orientations de référence pour gérer le changement et ses conséquences sociales», élaborées par les partenaires sociaux en octobre 2003, n'ont toutefois pas été suivies de mesures législatives, mais ont donné lieu à deux cycles de séminaires nationaux tenus par les partenaires sociaux dans le cadre de leurs programmes de travail pluriannuels; considérant que ces orientations restent largement méconnues non seulement des organisations de partenaires sociaux nationaux et sectoriels, mais aussi, et surtout, des entreprises et des représentants de leurs travailleurs; considérant toutefois que l'application prompte et efficace des principes inscrits dans ces orientations et découlant également de nombreux autres rapports et études serait d'une grande importance; considérant que les pratiques des entreprises dans ce domaine, souvent réactives plutôt que proactives, sont mises en œuvre trop en aval du processus décisionnel et n'associent pas des entités extérieures qui pourraient contribuer à atténuer les incidences sociales de manière suffisante ou en temps utile;
U. whereas the ‘Orientations for reference in managing change and its social consequences’ drawn up by the social partners in October 2003 have, however, not been followed by any legislative measure although they have been followed by two cycles of national seminars held by the social partners in the framework of their pluriannual work programmes; whereas these are still largely unknown not only from the national and sectorial social partners' organisations, but also, and more importantly, from companies and their workers' representatives; whereas, however, timely and effective observance of the principles enshrined in those Orientations and resulting also from many other studies and reports would be of great importance; whereas, since company practices in this field are frequently reactive rather than proactive, they intervene too far downstream of the decision-making process and do not involve external entities that could play a role in attenuating its social impact either sufficiently or in a sufficiently timely manner;

Considers that the social dialogue should help to identify the best-performing sectors and the most threatened sectors; to that end, a European conference on industrial development conference bringing together the partners involved in the social dialogue, in particular the Dublin Foundation, which has an expertise in social dialogue and exchange of best practices and produces sectoral studies, could provide a forum for regular meetings between these players and the Commission;
