Les États membres sont invités à : mettre en place des plans nationaux qui donnent une structure, une cohérence et une orientation aux actions en faveur du multilinguisme, y compris l’utilisation et la présence accrue de plusieurs langues dans la vie quotidienne[24] ; réexaminer leurs systèmes actuels de formation des enseignants de langues étrangères compte tenu des conclusions de l’étude sur le « Profil européen pour la formation des enseignants de langues étrangères »[25] ; réexaminer leurs systèmes actuels d’apprentissage des langues dès le plus jeune âge, compte tenu des meilleures pratiques recensées en Europe et appliquer les conclusions de la présidence luxembourgeoise concernant l’enseignement d’une matière par l’intégration d’une langue étrangère (EMILE), notamment la sensibilisation aux avantages de cette méthode, l’échange d’informations et de données scientifiques sur les bonnes pratiques et la formation spécifique des enseignants dans ce type d’enseignement.
Member States are invited to: establish national plans to give structure, coherence and direction to actions to promote multilingualism, including increasing the use and presence of a variety of languages in daily life; [24] review their current arrangements for foreign language teacher training in the light of the findings of the study ‘European Profile for Language Teacher Education’; [25] review their current arrangements for early language learning in the light of best practice from across Europe; and implement the Conclusions of the Luxembourg Presidency concerning Content and Language Integrated Learning, including raising awareness of the benefits of this approach, exchanging information and scientific evidence on good CLIL practice and specific CLIL training for teachers.

This process should be strengthened with the following elements: a European defence equipment market, a common system of satellite and airborne intelligence and common telecommunications standards at the disposal of the military, the police and the disaster management services, a European standing naval force in the Mediterranean sea, a European budget covering not only the civil but also the military aspects of security, a European deputy foreign minister for security and defence, more frequent meetings of the Ministers for defence of the EU, a European civil protection force, as well as a European Civil Peace Corps, and an available European capability for air and sea transport in case of disaster relief, rescue operations and defence operations.

In the event that the Treaty of Lisbon enters into force later than 1 January 2009, the Conference requests the competent authorities of the Member State holding the six-monthly Presidency of the Council at that time, on the one hand, and the person elected President of the European Council and the person appointed High Representative of the Union for Foreign Affairs and Security Policy, on the other hand, to take the necessary specific measures, in consultation with the following six-monthly Presidency, to allow an efficient handover of the material and organisational aspects of the Presidency of the European Council and of the Foreign Affairs Council.
