Welcomes the entry into force of the Rome Statute establishing the International Criminal Court; repeats its call on the United States to review its position concerning the Court and to give up its policy of obstructing multilateral cooperation in the framework of the UN on the grounds of the American Servicemen Protection Act; takes note of the UN Security Council compromise asking the tribunal to allow a 12-month grace period before investigating or prosecuting UN peacekeepers from countries that do not support the Court 'if a case arises' and 'unless the Security Council decides otherwise'; hopes, however, that the compromise remains limited to the one-year period; insists that the US has to come back to a multilateral decision-making process in accordance with its role as major global player;
