56 (1) The Minister may enter into an agreement or arrangement, in writing, with the government of a foreign state, or an international organization established by the governments of foreign states regarding the exchange, between the Centre and any institution or agency of that state or organization that has powers and duties similar to those of the Centre, of information that the Centre, institution or agency has reasonable grounds to suspect would be relevant to investigating or prosecuting a money laundering offence or a terrorist activity financing offence, or an offence that is substantially similar to either offence.

To address inherent concerns regarding the influence of foreign states in Canada's market-based economy, the government has stressed that the following three areas will be closely examined with regard to SOE investments: first, the degree of control or influence an SOE would likely exert on the Canadian business that is being acquired; second, the degree of control or influence an SOE would likely exert on the industry in which the Canadian business operates and; third, the extent to which a foreign state is likely to exercise control or influence over the SOE acquiring the Canadian business.

The Council therefore gave the Commission a mandate, in June 2003, which set the objective of establishing an Open Aviation Area between the EU and US, creating a single market for air transport in which investment could flow freely and in which European and US airlines would be able to provide air services without any restriction, including in the domestic markets of both parties. However it was recognised that this would require significant legislative changes in the United States, in particular to remove the existing legal restrictions on foreign ownership and control of US airlines and on cabotage.

Does the Commission realise that by acting in such a fashion it would deprive the above-mentioned Member States (in particular the Czech Republic) of their self-sufficiency and make them dependent on imports of more expensive sugar from abroad, whereas the countries in question are capable of manufacturing high-quality sugar cheaply and would be fully competitive if a level playing-field existed? Furthermore, does the Commission not think that such a state of affairs would completely undermine one of the stated aims of the reform, which is to switch sugarbeet cultivation and sugar manufacturing to productive, competitive parts of the EU?
