I. whereas on 23 January 2012 the European Union strengthened its restrictive measures against Syria by adding further 22 individuals and 8 entities to the list of those subject to an asset freeze and a ban from entering the EU and bringing the total number of entities targeted by an asset freeze to 38 and the number of people subject to an asset freeze and a visa ban to 108; whereas the restrictive measures on Syria include arms embargo, a ban on the import of Syrian crude oil and on new investment in the Syrian petrol and finance sector and most notably a ban on export from within EU to Syria of information and communication technologies (ICTs) which the government can use to violate citizens’ human rights;

Thirdly, I should point out that the state of public finances in the new Member States is better than in the old members, for example, the average public debt in the euro zone was over 63% in the old fifteen, while it does not exceed the 60% threshold in the new twelve.
