I. considérant que le premier cycle de pourparlers de Genève II, sous la médiation du représentant spécial conjoint des Nations Unies et de la Ligue des États arabes, Lakhdar Brahimi, s'est déroulé dans une ambiance tendue, focalisée sur la question de la transition politique et sur le rôle à réserver dans ce processus au président Bachar Al-Assad; qu'un certain degré d'accord aurait été constaté sur des cessez-le-feu à l'échelon local afin de laisser l'accès au personnel humanitaire, tandis qu'aucun progrès notable n'était enregistré au sujet de la ville assiégée de Homs; qu'un nouveau cycle de discussions était annoncé pour le 10 février 2014;
I. whereas the first round of the Geneva II talks, mediated by UN-Arab League Joint Representative Lakhdar Brahimi, took place in a tense atmosphere, focusing on the question of political transition and the role of President Bashar al-Assad in this process; whereas a certain level of agreement was reported on local ceasefires to allow access for humanitarian workers, while no tangible progress was reached concerning the besieged city of Homs; whereas a new round of discussions has been announced for 10 February 2014;

Dans ce contexte, l'UE répète qu'elle apporte tout son soutien au représentant spécial conjoint des Nations unies et de la Ligue des États arabes, Lakhdar Brahimi, pour qu'il favorise une solution politique crédible et effective avec ceux qui sont véritablement attachés à la transition.
In this context, the EU reiterates its full support to the Joint Special Representative of the UN and the League of Arab States, Lakhdar Brahimi to promote a credible and effective political solution with those genuinely committed to the transition.

6. est convaincu que la communauté internationale devrait dégager une solution politique pour la Syrie qui puisse mettre fin à la violence, empêcher, à l'avenir, tout recours à l'arme chimique, et promouvoir une transition démocratique; invite en particulier la Russie et la Chine, en tant que membres permanents du Conseil de sécurité, à faire face à leurs responsabilités et à faciliter l'obtention d'une position commune et d'une solution diplomatique à la crise syrienne, sans exclure la possibilité, pour l'Assemblée générale des Nations unies, de se saisir de la question en cas d'impasse au niveau du Conseil de sécurité; est convaincu qu'une solution durable à la présente crise en Syrie ne pourra être trouvée que dans le cadre d'un processus politique sans exclusive mené par les Syriens, avec le soutien de la communauté internationale; continue de soutenir, dans cet esprit, les efforts de l'Union européenne, de ses États membres et de Lakhdar Brahimi, envoyé spécial conjoint des Nations unies et de la Ligue des États arabes pour la Syrie, pour faire avancer les choses dans le cadre du processus de Genève II et au sein du Conseil de sécurité; invite à nouveau le Conseil de sécurité à saisir la Cour pénale internationale de la situation en Syrie en vue d'une enquête officielle; demande de nouveau au président Bachar el-Assad et à son régime d'abandonner le pouvoir afin qu'une transition démocratique puisse avoir lieu;
6. Believes that the international community should bring about a political solution for Syria which can stop the violence, prevent further use of chemical weapons and promote a democratic transition; calls, in particular, on Russia and China, as permanent members of the Security Council, to face their responsibilities and to facilitate the achievement of a common position and a diplomatic solution to the Syrian crisis, without excluding a role for the UN General Assembly whereby it could take up this matter in the event of a persistent blockage in the Security Council; is convinced that a lasting solution to the current crisis in Syria can only be achieved through a Syrian-led, inclusive political process with the backing of the international community; continues to support, in this spirit, the efforts of the EU and its Member States and of UN-Arab League Joint Special Representative Lakhdar Brahimi to achieve progress in the Geneva II process and in the Security Council; reiterates its calls for the Security Council to refer the situation in Syria to the International Criminal Court for a formal investigation; reiterates its call for President Assad and his regime to step aside and pave the way for a democratic transition;

The EU fully supports the Joint Special Representative of the UN Secretary-General and the League of Arab States, Lakhdar Brahimi, in his efforts to find a negotiated solution to the crisis.

2. L'Union européenne réaffirme son soutien sans faille aux efforts déployés par le Représentant spécial conjoint des Nations unies et de la Ligue des États arabes, M. Lakhdar Brahimi, pour trouver une solution politique à cette crise, sur la base des principes énoncés dans le communiqué de Genève du 30 juin 2012.

D. considérant que, le 2 août 2012, Kofi Annan annonçait qu'il démissionnait de son mandat d'envoyé spécial conjoint de l'ONU et de la Ligue des États arabes pour la Syrie en raison de l'intransigeance du régime, de l'accroissement de la violence armée et de l'impossibilité de véritablement rallier à ses efforts pour obtenir la mise en œuvre du plan de paix en six points un Conseil de sécurité divisé; considérant que l'ancien ministre algérien des affaires étrangères, Lakhdar Brahimi, a récemment été nommé au poste devenu libre d'envoyé spécial conjoint de l'ONU et de la Ligue des États arabes pour la Syrie;
D. whereas on 2 August 2012 Kofi Annan announced his resignation as UN-LAS Joint Special Envoy for Syria as a result of Syrian regime intransigence, increasing armed violence and the failure of a divided Security Council to rally forcefully behind his efforts to implement the six-point peace plan; whereas former Algerian Foreign Minister Lakhdar Brahimi has recently been appointed the new Joint Special Representative for Syria of the UN and the League of Arab States;
