Définition: Trouble transitoire, survenant chez un individu ne présentant aucun autre trouble mental manifeste, à la suite d'un facteur de stress physique et psychique exceptionnel et disparaissant habituellement en quelques heures ou en quelques jours. La survenue et la gravité d'une réaction aiguë à un facteur de stress sont influencées par des facteurs de vulnérabilité individuels et par la capacité du sujet à faire face à un traumatisme. La symptomatologie est typiquement mixte et variable et comporte initialement un état d'hébétude caractérisé par un certain rétrécissement du champ de la conscience et de l'attention, une impossibilité à intégrer des stimuli et une désorientation. Cet état peut être suivi d'un retrait croissant vis-à-vis de l'environnement (pouvant aller jusqu'à une stupeur dissociative - voir F44.2), ou d'une agitation avec hyper-activité (réaction de fuite ou fugue). Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. Individual vulnerability and coping capacity play a role in the occurrence and severity of acute stress reactions. The symptoms show a typically mixed and changing picture and include an initial state of daze with some constriction of the field of consciousness and narrowing of attention, inability to comprehend stimuli, and disorientation. This state may be followed either by further withdrawal from the surrounding situation (to the extent of a dissociative stupor - F44.2), or by agitation and over-activity (flight reaction or fugue). Autonomic signs of panic anxiety (tachycardia, sweating, flushing) are commonly present. The symptoms usually appear within minutes of the impact of the stressful stimulus or event, and disappear within two to three days (often within hours). Partial or complete amnesia (F44.0) for the episode may be present. 29. Calls for the enhancement of the Financial Markets Regulatory Dialogue via a bi-annual policy review of transatlantic financial services matters between the European Parliament, the Commission, the relevant US authorities, and the economic committees of the US Congress, to take place before and after every annual EU-US summit; commends the work done so far by industry members such as the Futures and Options Association;

(2) Compte tenu que les négociations bilatérales en cours avec les États-Unis d'Amérique n'aboutiront pas avant la fin de l'année et, pour éviter toute perturbation commerciale, il convient de prévoir de continuer à autoriser les pratiques oenologiques américaines visées au paragraphe 1, point b), de l'annexe du règlement (CE) n° 1037/2001, jusqu'à l'entrée en vigueur de l'accord résultant desdites négociations, et au plus tard jusqu'au 31 décembre 2005.
(2) Since the ongoing bilateral negotiations with the United States of America will not reach a conclusion before the end of the year, in order to avoid any trade disruptions, provision should be made to continue to authorise the American oenological processes referred to in paragraph 1(b) of the Annex to Regulation (EC) No 1037/2001 until the entry into force of the agreement resulting from those negotiations, but until 31 December 2005 at the latest.

Dans ses négociations avec la partie américaine, la Commission s'est jusqu'à présent basée sur l'hypothèse que l'un des signaux envisagés pour le service «PRS» n'est pas brouillable par les Etats-Unis puisque ce signal sera superposé à l'un des futurs signaux GPS militaires et qu'il n'est pas possible de brouiller sélectivement deux signaux superposés sur une même bande de fréquences avec la même modulation. Comme expliqué au point 3.3 ci-dessus, la modulation utilisée pour la superposition permettrait à GALILEO d'émettre un signal beaucoup plus « robuste » et solide. Cette solution aurait comme conséquence que les Etats-Unis ne pourraient pas brouiller sélectivement les utilisateurs du PRS GALILEO. Elle exige donc un accord politique sur la concertation qui s'impose entre les deux systèmes de radionavigation en prévision d'une crise ou en cas de crise.
Until now, in its negotiations with the Americans, the Commission has put forward the scenario that the United States will not be able to jam one of the planned PRS signals because it will be overlaid on one of the future military GPS signals and it is not possible to selectively jam one of two signals overlaid on a single frequency band with the same modulation. As explained in point3.3 hereabove, the modulation used for the overlay would enable Galileo to transmit a much more "robust" and reliable signal. As a result, the United States would not be able to selectively jam Galileo PRS users. A political agreement on the cooperation necessary between the two radionavigation systems is required in preparation for a crisis or in the event of a crisis.

11. demande à la Présidence de sa délégation UE/États-Unis de soulever la question avec son homologue à la première occasion, à communiquer expressément la teneur de la présente résolution, à souligner l’appui apporté par l’UE au traité ABM et à faire en sorte que la ratification du CTBT par les États-Unis figure à l’ordre du jour de toutes les réunions de délégation avec des homologues américains jusqu’à la ratification du traité par le Sénat américain ;
11. Requests the Chair of its US delegation to raise this issue with his or her counterpart at the next opportunity, to forcefully communicate the tenor of this resolution, to stress EU support for the ABM Treaty and to ensure that CTBT ratification by the US is on the agenda for all delegation meetings with their US counterparts until the US Senate ratifies the Treaty;

10. invite la Présidence du Conseil à veiller à ce que ces dossiers soient abordés au cours du prochain sommet UE-États-Unis, en soulignant l’appui apporté par l’UE aux traités AMB et CTBT, et invite par ailleurs la Commission et le Conseil à soulever la question de la ratification du CTBT à la faveur de toutes les réunions bilatérales prochaines en présence d’homologues américains jusqu’à la ratification du traité ;
10. Calls on the Presidency of the Council to ensure that these issues are raised during the forthcoming EU-US Summit, stressing EU support for the ABM Treaty and the CTBT, and further calls on the Commission and Council to raise CTBT ratification at all future bilateral meetings with US counterparts until the Treaty is ratified;
