Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. Definition: Arises as a delayed or protracted response to a stressful event or situation (of either brief or long duration) of an exceptionally threatening or catastrophic nature, which is likely to cause pervasive distress in almost anyone. Predisposing factors, such as personality traits (e.g. compulsive, asthenic) or previous history of neurotic illness, may lower the threshold for the development of the syndrome or aggravate its course, but they are neither necessary nor sufficient to explain its occurrence. Saluant les résultats de la rencontre du Comité de l'Initiative arabe de paix, qui s'est tenue au Caire le 29 juillet 2010, le Quatuor note qu'un succès nécessitera un soutien régional et international durable aux négociations et au processus parallèle de mise en place d'un appareil d'État palestinien et d'avènement d'une paix juste, durable et globale dans la région, conformément au mandat de Madrid, aux résolutions du Conseil de sécurité des Nations unies et à l'Initiative de paix arabe.
Welcoming the result of the Arab Peace Initiative Committee in Cairo on July 29, the Quartet notes that success will require sustained regional and international support for the negotiations and the parallel process of Palestinian state-building and the pursuit of a just, lasting and comprehensive regional peace as envisaged in the Madrid terms of reference, Security Council resolutions and the Arab Peace Initiative.

Madame la présidente, je voudrais rappeler brièvement que le Bloc québécois a pris une position qui dit qu'il n'y aura pas de paix durable dans cette région s'il n'y a pas de retrait des territoires occupés, s'il n'y a pas la fin des colonies, s'il n'y a pas une négociation satisfaisante sur Jérusalem, sur les réfugiés et sur la reconnaissance d'un État palestinien viable, et si, en même temps, il n'y a pas reconnaissance par les Palestiniens du droit d'Israël d'exister à l'intérieur de frontières sûres.
Madam Chair, I would like to recall briefly that the Bloc québécois has taken the position that there will be no lasting peace in that region if there is no withdrawal from the occupied territories, if an end is not put to the settlements, if there is no satisfactory negotiation on Jerusalem, on refugees and on recognition of a viable Palestinian state and if, at the same time, there is no recognition by Palestinians of Israel's right to exist within safe borders.
