Commentant cette proposition, Sir Leon Brittan a déclaré : "En 1990, la Commission et le Conseil ont reconnu les problèmes particuliers du secteur de la construction navale dans les nouveaux Laender et ont indiqué qu'ils étaient disposés à autoriser une majoration provisoire des niveaux d'aide en tenant compte de l'incidence de ces aides sur d'autres chantiers concurrents dans la Communauté.
