Les initiatives prises par la Commission pour supprimer les obstacles rencontrés par les citoyens de l’UE voulant participer aux élections européennes ont été exposées dans la communication de la Commission du 12 mars 2013 intitulée «Préparer le scrutin européen de 2014: comment renforcer la conduite démocratique et efficace des prochaines élections au Parlement européen»[113] et résumées dans le rapport concernant les progrès réalisés sur la voie de l’exercice effectif de la citoyenneté de l’Union pendant la période 2011-2013 (établi en application de l’article 25 du TFUE) qui accompagne le rapport 2013 sur la citoyenneté de l’Union.
Initiatives taken by the Commission to remove obstacles encountered by EU citizens seeking to participate in European elections were presented in the Commission Communication of 12 March 2013 "Preparing for the 2014 European elections: further enhancing their democratic and efficient conduct"[113] and summarised in the Report on progress towards effective EU citizenship 2010-2013 (Report under Article 25 TFEU) which accompanies the 2013 EU Citizenship Report.

Calls on the European Council to state clearly, before the start of the European election campaign, how it intends, for its part, to respect the choice of European citizens in the procedure leading to the election of the President of the Commission, in accordance with Article 17(7) of the Treaty on European Union, in the context of the consultations to be held between Parliament and the European Council with a view to implementing Declaration 11 annexed to the Lisbon Treaty; stresses the importance of enhancing the visibility and European nature of the election campaign; calls on all members of the European Council to announce in advance how they intend to respect the vote of their fellow citizens when proposing one or more candidates for the post of Commissioner from their country;

La Commission a présenté, le 12 mars 2013, une communication intitulée «Préparer le scrutin européen de 2014: comment renforcer la conduite démocratique et efficace des prochaines élections au Parlement européen» et une recommandation sur «le renforcement de la conduite démocratique et efficace des élections au Parlement européen», dont l’objectif est de consolider la dimension européenne des élections européennes.
On 12 March 2013, the Commission presented a Communication on "Preparing for the 2014 European elections: further enhancing their democratic and efficient conduct" and a Recommendation "on enhancing the democratic and efficient conduct of the elections to the European Parliament", aimed at strengthening the European dimension of the European elections.

Nous devrions également réfléchir au faible taux de participation aux élections européennes, et rechercher de concert des moyens d’augmenter cette participation des électeurs, comme l’a déjà proposé la Commission dans son «plan D». Il n’est pas toujours facile de voir précisément comment nous pourrions jouer ce rôle, mais je pense que les institutions auraient un intérêt commun à faire en sorte qu’il y ait également un taux élevé de participation aux élections, et une participation massive à la discussion relative à ces élections.
We should also reflect on the low turnout for European elections and jointly look into ways of increasing voter participation, as the Commission has already proposed in Plan D. It is not always easy to see exactly how we could play that role, but I think the institutions would have a common interest in ensuring that there is also a high voter turnout and high participation in the discussion on these elections.

Par exemple, comment pouvons-nous demander le droit de vote aux élections européennes pour les immigrés résidant légalement - je suppose - dans l’Union, alors qu’ils ne peuvent pas voter, pour des raisons logiques et constitutionnelles, aux élections législatives de l’État où ils vivent?
For example, how can we ask for the right to vote in European elections for immigrants residing legally – I imagine – in the Union, when they cannot vote, for logical and constitutional reasons, in the legislative elections of the State they live in?

11. le Parlement européen a invité les parties concernées à renforcer leurs actions afin d'arriver à une représentation équilibrée des femmes et des hommes dans les organes de décision, dans sa résolution sur "la représentation des femmes parmi les partenaires sociaux de l'Union européenne" et dans sa résolution sur "les élections 2004: comment assurer une représentation équilibrée entre femmes et hommes" ;

The European Parliament called on relevant stakeholders to reinforce their actions in order to achieve a balanced representation of women and men in decision-making both in its resolution on the "Representation of women among the social partners of the European Union" and in its resolution on "Election 2004: How to ensure balanced representation of women and men".
