Cet élargissement placera l’Union européenne devant un double défi: celui de ne pas décevoir les citoyens roumains et bulgares qui placent de grands espoirs dans cette adhésion tout en expliquant à nos citoyens, alors que l’Union européenne traverse une crise politique et budgétaire majeure, le bien fondé de cet élargissement - rejeté par une grande partie de l’opinion publique.
This enlargement faces the European Union with a twofold challenge: we must not disappoint the Bulgarian and Romanian citizens who have great hopes for this accession; but at the same time we need to explain to our citizens, at a time when the European Union is going through a major political and budgetary crisis, the good reasons for this enlargement, which is opposed by the large majority of public opinion.

18. considère que l'adhésion des pays d'Europe centrale et orientale ainsi que de Chypre et de Malte placera l'Union devant de nouvelles tâches politiques en matière d'actions extérieures et que les relations spéciales avec la Turquie doivent être prises en compte; se félicite de l'intention de la Commission et du Secrétaire général du Conseil d'analyser les défis et les chances que l'élargissement suscitera dans le domaine de la politique étrangère et de présenter un rapport au cours du second semestre de 2002; espère être associé à la réorientation des priorités de politique étrangère et examinera de façon approfondie les incidences financières à la lumière de toutes les possibilités offertes par l'AII; souligne donc que l'éventuelle nécessité de consacrer des fonds supplémentaires aux actions extérieures et à de nouveaux aspects de la coopération interrégionale devra être prise en compte par un ajustement du plafond de la rubrique 4;
18. Considers that the accession of the Central and Eastern European countries and of Cyprus and Malta will bring new political tasks to the Union in the field of external actions, and the special relationship with Turkey has to be taken into account; welcomes the intention of the Commission and the Secretary-General of the Council to analyse the fresh challenges and opportunities in foreign policy afforded by enlargement and to submit a report during the second half of 2002; expects to be included in the revision of foreign policy priorities and will consider the financial implications in detail in the light of all the options available under the Interinstitutional Agreement; therefore, insists that additional funding in external actions and new elements of interregional co-operation, if necessary, has to be taken into account resulting in an adjustment of the ceiling of heading 4;

A. considérant que l'élargissement de l'Union européenne à la Pologne et à la Lituanie placera l'enclave russe de Kaliningrad dans la position d'être entourée par les frontières extérieures de l'Union européenne, hormis l'ouverture côtière sur la mer Baltique, ce qui obligera à chercher une solution pour faciliter la circulation des personnes et des biens entre Kaliningrad et le reste de la Russie, dans le respect des règles applicables aux frontières extérieures de l'UE,
A. whereas the accession of Poland and Lithuania to the European Union will place the Kaliningrad exclave of Russia in the position of being surrounded by the external borders of the EU, apart from its coastline which gives access to the Baltic Sea, which will result in the necessity to search for a solution to facilitate the movement of persons and goods between Kaliningrad and the Russian mainland, respecting the norms of EU external borders,

E. considérant que l'élargissement placera les institutions de l'Union devant des défis entièrement nouveaux qui exigent un réexamen complet de son fonctionnement et que le Parlement européen y apportera sa contribution, sous la forme d'une réforme interne déjà amorcée et en outre dans le cadre des travaux d'une Convention en vue de la CIG 2004 sur le perfectionnement constitutionnel de l'Union,
E. whereas the enlargement of the Union will confront its institutions with completely new challenges, which require a far-reaching review of its working methods and whereas the European Parliament will make its contribution to this process - in the form of internal reform which has already started and, in addition, within the framework of the work of a Convention with a view to the 2004 IGC on the further constitutionalisation of the Union,
