Le 12 octobre dernier, la Commission européenne a adopté, dans le cadre du paquet Élargissement 2011, le rapport de suivi sur le Monténégro, qui porte sur le degré de réalisation des sept objectifs prioritaires définis dans l'avis 2010 de la Commission sur la candidature du pays à l'adhésion à l'UE. Elle y conclut que le Monténégro a bien progressé, notamment dans la réalisation des priorités essentielles qu'elle a définies, obtenant des résultats globalement satisfaisants, et qu'il est aujourd'hui prêt pour l'ouverture des négociations d'adhésion.
The Progress Report on Montenegro is part of the 2011 Enlargement Package adopted by the European Commission on 12 October. The Commission's Report focused on the country's performance on the seven key priorities set out in the 2010 Opinion on the country's application for EU membership, and concluded that Montenegro has made good progress, in particular in addressing the identified key priorities, achieving overall satisfactory results and is now ready to open accession negotiations.

26. encourage la Croatie à continuer de jouer un rôle constructif dans la coopération régionale; invite les autorités croates à mettre intégralement en œuvre la déclaration relative à la promotion des valeurs européennes en Europe du Sud-Est, qui a été adoptée par le parlement croate le 21 octobre 2011; invite l'ensemble des pays de la région à adopter et à appliquer des positions analogues; invite instamment la Commission à apporter son aide à tous les pays de la région dans ce domaine; invite la Commission à tirer les enseignements des élargissements, y compris de l'élargissement à la Croatie, en aidant les pays de la région à régler leurs différends bilatéraux ce de façon à ne pas perturber le processus d'adhésion, en mettant en place des dispositifs de médiation et d'arbitrage dans le cadre institutionnel en place dans l'Union, auxquels les pays de la région pourront avoir recours s'ils le souhaitent;
26. Encourages Croatia to continue to play a constructive role in regional cooperation; calls on the Croatian authorities to fully implement the declaration on promoting European values in Southeast Europe endorsed by the Croatian Parliament on 21 October 2011; invites all countries in the region to adopt and implement similar positions; urges the Commission to assist all countries in the region in this respect; calls on the Commission to learn from past experience in the enlargement process, including the enlargement process with Croatia, by helping countries in the region resolve their bilateral disputes in a manner that does not interfere with the accession process through establishing facilitation and arbitration mechanisms within the existing EU institutional framework that countries in the region can draw on if they so wish;

28. se félicite de l'adoption, en août 2011, de la nouvelle législation modifiant la loi de février 2008 sur les fondations et élargissant l'application de la reconstitution des droits de propriété de toutes les communautés non musulmanes, et insiste sur la nécessité de sa mise en œuvre pleine et entière; rappelle néanmoins le besoin urgent de poursuivre une réforme cruciale et de grande ampleur dans le domaine de la liberté de pensée, de conscience et de religion, en permettant notamment aux communautés religieuses d'obtenir la personnalité juridique, en éliminant toutes les restrictions à la formation du clergé ainsi qu'à sa nomination et à sa succession, en reconnaissant les lieux de culte Alevi et en se conformant aux arrêts pertinents de la Cour européenne des droits de l'homme reflétant les avis de la Commission de Venise dans le cadre juridique et la nécessité de reconnaître pleinement les droits de toutes les communautés religieuses; demande au gouvernement de la Turquie de veiller à ce que le monastère Mor Gabriel, fondé en l'an 397, ne soit pas dépossédé de ses terres et à ce qu'il soit protégé dans son intégralité;
28. Welcomes the adoption in August 2011 of new legislation amending the February 2008 law on foundations and broadening the scope of the restoration of the property rights of all non-Muslim communities, and stresses the need to ensure its full implementation; recalls, however, the urgent need to continue vital and substantial reform in the area of freedom of thought, conscience and religion, in particular by enabling religious communities to obtain legal personality, by eliminating all restrictions on the training, appointment and succession of clergy, by recognising Alevi places of worships and by complying with the relevant judgments of the European Court of Human Rights and reflecting the opinions of the Venice Commission in the legal framework, and the need to fully recognise the rights of all religious communities; calls on the Government of Turkey to ensure that the Saint Gabriel monastery, founded in 397 AD, is not deprived of its lands, and that it is protected in its entirety;
