19. souligne encore une fois la nécessité d'une responsabilité et d'une prise en charge au niveau local concernant le processus de réconciliation, et condamne en même temps la rhétorique nationaliste de part et d'autre; estime que les autorités du Kosovo devraient prendre des mesures supplémentaires décisives contribuant à instaurer la confiance entre les Serbes et les Albanais du Kosovo, dans un esprit d'ouverture vis-à-vis de la minorité serbe et des autres minorités, afin d'assurer leur intégration globale à la société du Kosovo; appelle également à une mise en œuvre pleine et entière du principe constitutionnel d'octroi, aux Serbes du Kosovo, du droit d'accéder à tous les services administratifs dans leur propre langue; insiste, dans
