Il me semble qu'à un moment où nous devons faire face à l'élargissement, à des difficultés financières, à la nécessité de trouver sans cesse de nouvelles ressources, il faut renoncer à ce système par lequel non seulement les États membres n'acceptent pas les plafonds de dépenses adoptés à Édimbourg et confirmés par les perspectives financières, mais veulent aussi récupérer les fonds qui pourraient au contraire être employés utilement, comme c'est le cas dans tous les budgets nationaux. I feel that, at a time when enlargement is pending, when we have budgetary problems and we need to be constantly seeking new resources, this system is wholly inappropriate: the Member States not only deny us those expenditure ceilings which were laid down in Edinburgh and confirmed in the Financial Perspective but they also want to take back funds which could be redirected and used to good effect, as happens in any other State budgetary system, where funds are not returned to the citizens, I regret to say, but put to another use.

Dans ce contexte, je tiens à souligner que le projet de budget du Conseil représente moins de 1,10 % du PIB de la Communauté, ce qui est déjà infirme en soi mais de surcroît bien inférieur au plafond de 1,27 % fixé à Édimbourg et confirmé à Berlin, cela justifie dès lors une profonde réflexion de la part de ceux qui veulent que l'UE en fasse plus et le fasse mieux.
In this context, I must emphasise the fact that the Council’s draft budget represents less than 1.10% of the Community’s GDP, an amount which is already quite low in itself and what is more, is considerably lower than the ceiling of 1.27% set in Edinburgh and confirmed in Berlin.
