Reiterates its commitment to the transatlantic partnership as an important element and one of the main pillars of the EU's external action; urges the Vice-President/High Representative to ensure that the EU acts as a coherent, active, equal and yet autonomous partner of the US in strengthening global security and stability, promoting peace and respect for human rights and the achievement of the MDGs, as well as adopting a united approach to global challenges such as nuclear proliferation, terrorism, climate change and energy security; is of the view that the Treaty of Lisbon opens up a propitious opportunity for improving and renewing the framework of EU-US relations; encourages the Vice-President/High Representative to work towards strengthening EU-US institutional mechanisms in line with Parliament's resolutions; underlines that the work of the Transatlantic Economic Council needs to be strengthened in pursuit of the goal of a genuine, integrated transatlantic market, and that such a market should provide the basis for a reinforced transatlantic partnership; strongly supports the Transatlantic Legislators‘ Dialogue in its broad effort to create effective legislator-to-legislator relationships between Parliament and the US Congress;

Pour tirer pleinement profit de cette coopération, les deux parties doivent exploiter au maximum et intensifier encore les actions menées dans les cadres existants comme, entre autres, les travaux du Conseil économique transatlantique (CET) pour faire progresser l'e-mobilité et les efforts du Conseil de l'énergie UE–États-Unis afin de promouvoir les réseaux intelligents et le stockage de l'énergie.
To fully benefit from this cooperation, the two sides need to fully utilise and further intensify cooperation under the existing frameworks, such as the Transatlantic Economic Council's (TEC) work on advancing e-mobility, and the EU-US Energy Council's efforts towards promoting smart grids and energy storage, amongst other areas.

Underlines that the EU and the US maintain highly different definitions of public services and services of general economic interest, and recommends precise definitions of these terms; considers that these provisions should be rooted in the framework of the General Agreement on Trade in Services (GATS) and remain consistent with the multilateral system; believes that increased regulatory coherence in services could also improve the integration of the single market in services within the EU and the US; calls for greater cooperation in the exchange of best practices in order to improve transatlantic public sector efficiency; recommends increased mutual dialog on the future of cloud computing, as well as the advances and production of electric vehicles;

Notes that the above-mentioned Commission Communication of 18 May 2005 is a good basis for substantially strengthening transatlantic economic relations; stresses that further work is needed to translate the reality of the transatlantic market into an operational and strategic concept that can gather sufficient public and political support;

At the same time, however, the EU and the US have to recognise, in the spirit which the EU has applied to the renewal of the Lisbon Agenda, that somewhat less than half of the actions proposed in the Transatlantic Economic Partnership of 1998 have actually been implemented.
