Failure to put in place interoperable eGovernment systems will have both economic and social costs. These include: static unresponsive public administrations that are expensive to run and incapable of implementing policy promptly; inability to develop value added eGovernment services; higher costs, greater administrative burden and competitive disadvantage relative to local firms (e.g. inability to participate in public e-procurement activities), and hampering the proper functioning of the Internal Market.

Le programme a pour objectif général de contribuer aux réformes institutionnelles, aux réformes administratives et aux réformes structurelles propices à la croissance des États membres en apportant un appui aux autorités nationales pour la mise en œuvre de mesures qui visent à réformer et à consolider les institutions, la gouvernance, l'administration publique et les secteurs économique et social en réaction à des difficultés économiques et sociales, en vue de renforcer la cohésion, la compétitivité, la productivité, la croissance durable, la création d'emplois et l'investissement, en particulier dans le contexte de processus de gouvernance économique, et notamment au moyen d'une assistance à l'utilisation efficace, effective et transparente des Fonds de l'Union.
The general objective of the Programme shall be to contribute to institutional, administrative and growth-sustaining structural reforms in the Member States by providing support to national authorities for measures aimed at reforming and strengthening institutions, governance, public administration, and economic and social sectors in response to economic and social challenges, with a view to enhancing cohesion, competitiveness, productivity, sustainable growth, job creation, and investment, in particular in the context of economic governance processes, including through assistance for the efficient, effective and transparent use of the Union funds.

Question No. 63 Mr. John Cummins: With regard to the expansion of the Roberts Bank Port Facility to include a third berth and a second terminal as per the Tsawwassen Final Agreement and related Side-Agreements, the Memorandum of Agreement between the Tsawwassen Band and the Vancouver Port Authority, and the related Settlement Agreement between the Tsawwassen Band, Canada, British Columbia (B.C.), Vancouver Port Authority, B.C. Ferry Services, B.C. Rail Ltd and B.C. Transportation and Financing Authority: (a) how many acres (or hectares) of farm land will be used for Roberts Bank port and rail related developments now underway or under study; (b) with the completion of the Roberts Bank port expansion, including both the third berth and second terminal, what plans, if any, are there to use the Brunswick Point farmlands; (c) is the affected Roberts Bank farmland presently protected by the B.C. Agricultural Land Reserve designation; (d) does the Tsawwassen Final Agreement address the issue of farmland protection and if so, how; (e) will the farmland continue to be protected by the Agricultural Land Reserve designation following ratification of the Tsawwassen Final Agreement and, if not, why; (f) did the Vancouver Port Authority undertake to work jointly with the Tsawwassen Band to ensure the removal of the Agricultural Land Reserve designation from the farmland and, if so, why and what alternate measures did it put in place to protect farmland adjacent to the Roberts Bank port, rail and highway expansion; (g) did the Vancouver Port Authority agree to jointly develop with the Tsawwassen Band a container handling facility on the farmland protected by the B.C. Agricultural Land Reserve designation and, if so, why did the Vancouver Port Authority enter into such an agreement rather than develop container handling facilities further inland in a less environmentally sensitive area; (h) did the Vancouver Port Authority agree that the land would be leased at lease rates ...

INVITE la Commission : a) à apporter son soutien et à contribuer activement aux efforts visant à trouver des solutions adéquates et justes aux problèmes auxquels les administrations DOUANIERES européennes et les opérateurs économiques sont confrontés dans le domaine des réglementations et procédures DOUANIERES ; b) à formuler des propositions à cet effet ; c) à élaborer, en partenariat avec les Etats membres, un plan d'action stratégique visant à simplifier et à rationaliser les réglementations et procédures DOUANIERES, notamment afin de développer la fonction économique de la réglementation douanière ; 2. INVITE les Etats membres à veiller à ce que leurs administrations DOUANIERES recourent aux techniques DOUANIERES les plus avancées et à des méthodes de travail plus performantes, comme l'informatique, l'analyse de risque et des techniques de vérification avancées, et développent, le cas échéant, ces techniques et méthodes en coopération étroite avec les opérateurs économiques".
INVITES the Commission: (a) to support and actively contribute to the efforts made towards finding appropriate and just solutions to problems that European customs administrations and economic operators are facing in the field of customs regulations and procedures; (b) to make proposals to this effect; (c) to draw up, in partnership with the Member States, a strategic plan of action with the purpose of simplifying and rationalizing customs regulations and procedures, in particular in order to develop the economic functions of customs regulations, and 2. INVITES the Member States to ensure that their customs administrations make use of state-of-the-art customs techniques and more efficient working methods, such as information technology, risk analysis and advanced auditing systems, and where appropriate, develop these in close cooperation with economic operators".

That framework aims to: 1. guarantee that Community law is applied in such a way as to achieve equivalent results at every point of the Community customs territory in order to: - avoid distortions likely to prejudice the proper functioning of the internal market which might arise owing to variations in the way customs procedures are applied in the various parts of the Community; - protect the Community's interests, particularly its financial interests; - afford an equivalent level of protection to the Community's citizens and economic operators, at whatever point in the Community customs territory customs clearance formalities are carried out, while ensuring the necessary smooth flow of trade operations; 2. provide a framework for considering the Community dimension in the organization of services and in the provision of infrastructures and equipment, and promote the joint use of operational material contributing to the implementation of Community rules; 3. foster initiatives that Member States may propose to implement, singly or jointly, to improve the overall efficiency of customs administrations in carrying out their tasks; 4. help Member States develop training for customs officials by adapting it to their changing role in the implementation of Community customs rules and common policies at external borders; 5. contribute, by appropriate actions in the fields of training and technical assistance and cooperation, to the establishment or the development of high-quality customs services in third countries that so request under agreements which the Community has concluded or may conclude with those third countries, and by this means encourage the development of Community trade; 6. encourage openness and efficiency of customs action for the benefit of legitimate trade by strengthening relations between the Community's customs administrations, business, legal and scientific circles, and operators engaged in international trade.
