Notes that ASEAN still has advantages over India because of higher labour productivity, a skilled workforce and low land prices; notes also that ASEAN has the goal of setting up a single market by 2020, although some members, including Singapore, Malaysia and Thailand, are pushing for the target date to be brought forward to 2015; is concerned, therefore, that intra-regional trade in SAARC is still low; considers that there are too many exceptions for the South Asia Free Trade Agreement (SAFTA) to be treated as a standard FTA; notes that ASEAN ministers recently discussed proposals for a wider trade zone with other Asian nations, including India, China, Japan and South Korea; calls on SAARC to continually review opportunities to expand trade and investment in the region; considers that in its relations with India, the EU should take an inclusive regional approach and calls on the EU to institute a "vision group" similar to what has been done for ASEAN, to explore future opportunities for EU-SAARC relations;

A number of outstanding issues have yet to be completed; the permanent European Union/ΝΑΤΟ arrangements I referred to earlier have to be officially concluded, especially the agreement needed in order to release the NATO assets and capabilities which will be supplied to the European Union so that it can carry out this mission, the operational plan has to be approved and adopted, staffing arrangements have to be completed, the operational budget has to be approved, an agreement has to be concluded with third participating countries, correspondence on the operation needs to be exchanged with the former Yugoslav Republic, an agreement on the status of the forces has to be concluded with the former Yugoslav Republic of Macedonia, exemption agreements between the Member States involved in the operation have to be concluded, correspondence needs to be exchanged with the OSCE about relations with its observers, ΝΑΤΟ has to pass a decision ending the ‘Allied Harmony’ operation and the Council has to pass a decision inaugurating the operation.

Avant d'en arriver à mes principales observations, je voudrais remercier le Nouveau Parti démocratique d'avoir échangé sa journée d'opposition avec l'Alliance afin que la question des élections par scrutins secrets aux comités puisse être réglée avant que les comités permanents ne soient établis.
Before I begin my main remarks I want to thank the New Democratic Party for trading supply days with the Alliance so that the matter of secret ballot elections at the committees can be dealt with before the standing committees organize.

Au terme d'un échange de vues, le Conseil a chargé le Comité des Représentants permanents d'examiner en détail la communication de la Commission sur les conséquences des facteurs internationaux pour le secteur du textile et de l'habillement afin que le Conseil "Industrie" puisse poursuivre ses délibérations lors de sa prochaine session.
Following an exchange of views the Council instructed the Permanent Representatives Committee to study in detail the Commission communication on the impact of international developments on the textile and clothing industry so that the Council could continue its discussions at its next meeting on Industry.
