It is already clear this evening that we need a fourth package on liberalisation, with five items: firstly, ownership unbundling for pipelines and grids; secondly, access to storage of electricity and of gas; thirdly, more power for the EU Agency for the Cooperation of Energy Regulators; fourthly, public ownership of the power exchanges, because otherwise it will never function; and fifthly, we need a specific cartel law for infrastructure-based economies.

Le programme s'adresse à l'ensemble des pays d'Amérique Latine disposant d'accords de coopération avec la CE et comprend trois volets : - dynamisation des réseaux latino-américains d'opérateurs par création ou renforcement de points focaux de coopération inter-entreprise avec les acteurs communautaires; - programme systématique d'échanges d'informations par utilisation des possibilités offertes par les réseaux européens d'opérateurs; - mise en oeuvre d'un programme régulier de rencontres industrielles organisées au niveau sectoriel, tant en Amérique Latine que dans la CE, en mobilisant les différents acteurs et intermédiaires notamment dans le cadre des foires internationales spécialisées.
The three-part programme has been designed for all Latin American countries which have cooperation agreements with the Community. It will: - inject impetus into Latin American networks by using business initiatives to create or strengthen focal points for cooperation with Community counterparts; - develop systematic information exchanges by using the opportunities offered by European business networks; - start up a programme of regular, sector-based meetings in both Latin America and the Community and use events such as specialized international fairs to encourage the various protagonists and intermediaries to take part in such meetings.

Les infrastructures de transport nécessaires pour assurer un flux régulier de transport dans la Communauté et pour faire face aux besoins nouveaux générés par le marché unique et par le développement des échanges avec les pays du Centre et de l'Est de l'Europe ont reçu un traitement adéquat dans le paquet Delors II afin de concourir aux objectifs fondamentaux de la cohésion et du renforcement de la compétitivité des industries communautaires.
This networks policy, which is based on the European dimension of transport, forges a link between measures that have already been adopted and the new policies agreed at Maastricht. 4. Under the Delors II package, sufficient funds have been allocated to create the infrastructure required to guarantee smooth transport flows within the Community and to meet the new needs generated by the single market and increasing trade with the countries of Central and Eastern Europe, with the ultimate aim of promoting cohesion and making European industry more competitive.
